CENTRAL VALLE&EGIONAL WATER QUALITY NTROL BOARD
m
I I 'R -TIC, WREPORT
13 July 2007
DISCHARGER: Sims Hugo Neu
LOCATION & COUNTY: Cove Contractors Landfill, Stockton, San Joaquin County
CONTACT(S): Andrew Keller
INSPECTION DATE: 11 July 2007
INSPECTED BY: Mary Boyd
ACCOMPANIED BY: none
OBSERVATIONS AND COMMENTS: Inspection of the landfill cover shows that western side
slope soils and what appears to be part of landfill cover is sliding into a drainage channel.
During storm events this area will erode causing turbidity in the drainage channel and possible
total failure of the western slope cover system. Even without a storm event soils have moved
from the shoulder down to the toe of the slope, which is in the drainage as shown on the
attached photographs.
SUMMARY: The Cove Contractors Landfill is an unclassified landfill that primarily
discharged auto shredder waste into a below grade pit. Discharge to the facility ceased in
1982. Under Cleanup and Abatement Order No. R5-2006-0707, construction of the landfill
cover was recently completed. This inspection was performed to assess the condition of the
top most layer of the cover, the vegetative layer. As noted above, a section of the western side
slope has eroded and needs to be repaired. Therefore, the Discharger shall repair the eroded
slopes by 20 August 2007 and send photographs to staff that document the repairs.
Approved:
