The Response was prepared by Clayton Group Services, Inc. on behalf of <br />the Discharger. The Discharger is regulated under Cleanup and Abatement Order <br />No. R5-2006-0707 and is required to install a final cover on the landfill. <br />Based on staffs review, the Response provided information that was requested in the Regional <br />Water Board's letter dated 17 January 2007. In addition, the Response included a request to <br />increase the Plasticity Index (PI) for the landfill's low hydraulic conductivity layer of the final <br />cover. A summary of information provided in the Discharger's Response is followed by staff's <br />comments, below: <br />a. Discharger's Information. The Discharger submitted a 26"x36" topographical <br />map (Figure 10A, dated 14 November 2006) that showed the revised footprint, <br />contour elevations, and side slope information of the cap. <br />b. Staff Comments. Figure 10A provides the information requested by staff on the <br />revised cap footprint. Staff requests that the Discharger submit an evaluation of <br />the final slopes to determine if a slope stability analysis is required according to <br />Title 27 §21090(a). Please submit the evaluation by 30 May 2007. <br />2. Hydraulic Conductivity via BATF Field Screen Tests <br />a. Discharger's Clarifications. The Discharger provided clarification on how the <br />BAr Field Screen test would be used to test the low hydraulic conductivity layer <br />of the final cover.
