EI Dorado Street, Stockton, San Joaquin County <br />CONTACT(S): Andrew Keller, Environmental Manager (Sims Hugo Neu Company) <br />INSPECTION DATE: 1 December 2006 <br />INSPECTED BY: Mary Boyd <br />ACCOMPANIED BY: Tim Eyres <br />OBSERVATIONS AND COMMENTS: This 8.6 -acre site is being capped as an un -permitted and <br />unclassified landfill. In October 2006, the Discharger started construction of the cap. The <br />1 December 2006 inspection was performed to assess the progress of the cap construction, <br />evaluate the condition of the monitoring wells during construction and the storage of the well <br />purge water. <br />The foundation layer has been installed to the proposed grade; a test pad of the clay material <br />(from Ione) is scheduled to be constructed the week of 4 December 2006, weather permitting. <br />Nine drums of purged well water were properly contained in labeled 55 -gallon drums (Photo 1) <br />and the transporter was on-site preparing to pick up and transport the drums to the disposal <br />facility. Photos 2 and 3 show the secured condition of typical monitoring wells. Photo 4 shows <br />a monitoring well scheduled to be abandoned in December 2006. Photo 5 shows how the <br />vapor monitoring wells are raised to accommodate construction of the cap. Photo 6 shows the <br />condition of MW -7 and MW -8, located on the adjacent property. No violations were noted. <br />SUMMARY: Historically, from 1910 to 1955 the southeastern portion of the site was quarried <br />for clay. After 1955, backfilling of the quarry area (pit) was initiated. Initially, the pit accepted <br />inert construction debris; later sections of the pit accepted auto shredder waste. The quarrying <br />for clay continued until 1967. Discharge to the facility ceased in 1982. The Discharger is under <br />Cleanup and Abatement Order No. R5-2006-0707 because of groundwater pollution. <br />CIWQS Insp No. 893306 <br />WDID No. 5B390300N01 <br />Approved: <br />
