CENTRAL VALL0 REGIONAL WATER QUALITAbNTROL BOARD <br />INSPECTION REPORT <br />22 November 2006 <br />DISCHARGER: Cove Contractors <br />LOCATION & COUNTY: 3242 S. El Dorado Street, Stockton, San Joaquin County <br />CONTACT(S): Andrew Keller (Cover Contractors / Sims Hugo Neu Company) <br />INSPECTION DATE: 17 November 2006 <br />INSPECTED BY: Mary Boyd <br />ACCOMPANIED BY: Tim Eyres <br />OBSERVATIONS AND COMMENTS: This 21 -acre site is accessed from EI Dorado Street via a <br />temporary gravel access road (Photos 1 and 2). The access road was observed to be in good <br />condition. All existing buildings were removed (Photo 1) and construction of the landfill cap <br />subgrade was near completion (Photos 1, 2, and 3). The site has been sloped to drain towards <br />Duck Creek. Duck Creek runs parallel to the southern edge of the property. The west and <br />south sides of the perimeter were inspected for stormwater management and erosion control, <br />all of which were in acceptable condition. Silt fences were anchored and placed perpendicular <br />to the shallow overland flow towards Duck Creek (Photos 3 and 4). Where inspected, the cap <br />foundation did not show any evidence of erosion. Duck Creek appeared to be free of any new <br />sediment from recent (October — November 2006) storms (Photos 5 and 6). There were no <br />violations. <br />A second inspection is scheduled for 1 December 2006 to document the condition of <br />groundwater and vapor monitoring wells. <br />SUMMARY: Historically, from 1910 to 1955 the southeastern 10 -acres of the 21 -acre site was <br />quarried for clay. After 1955, backfilling of the quarry area (pit) was initiated. Initially, the pit <br />accepted inert construction debris; later 9 -acres of the pit accepted auto shredder waste. The <br />quarrying for clay continued until 1967. Discharge to the facility ceased in 1982. The facility is <br />an un -permitted and unclassified landfill. Currently, the Discharger is under Cleanup and <br />Abatement Order No. R5-2006-0707. <br />In October 2006, the Discharger started construction of a landfill cap. The purpose of 17 <br />November 2006 inspection was to evaluate cap construction progress and stormwater <br />controls. <br />CIWQS Insp No. 872001 <br />WDID No. 5B390300N01 <br />Approved- <br />
