Box 388 <br />• <br />Stockton, CA 95201-0388 <br />RE: Final Closure and Postclosure Maintenance Plans, Cove Contractors Landfill, San <br />Joaquin County, Facility No. 39 -AA -0010 <br />Dear Mr. Padilla: <br />California Integrated Waste Management Board (CIWMB) staff has reviewed the <br />January 4, 1996 response to comments and revised grading plans for the subject Final Closure <br />and Postclosure Maintenance Plans (Final Plans). The response to comments was received on <br />February 13 and has been incorporated in Final Plans dated February 24, 1995. <br />Review was conducted concerning adequacy of the Final Plans in addressing the minimum <br />standards for closure and postclosure of Title 14, California Code of Regulations (14 CCR), <br />Division 7, Chapter 3, Article 7.8. The Cove Contractors Landfill is not subject to the <br />closure/postclosure plan and financial assurances requirements of 14 CCR Chapter 5, <br />Articles 3.4 and 3.5. <br />Approval of the Final Plans by CIWMB will be recommended upon resolution of the <br />following: <br />A slope stability report is required in accordance with 14 CCR Section 17777 because <br />of the proposed grades and use of geomembranes. The slope stability report is also <br />necessary to resolve the third sentence of paragraph 2 of Section II.1.6 (Slope <br />Stability) of the Final Plans which states: "Without detailed information that could be <br />obtained by drilling, sampling, and testing the soils behind the slope, only educated <br />suppositions can be made about the relative long-term stability of the slope. " As <br />required in 14 CCR Section 17777(a), the operator shall ensure the integrity of final <br />slopes under both static and dynamic conditions. The Final Plans as prepared do not <br />adequately address compliance with this standard. In addition, applicable comments of <br />the Regional Water Quality Control Board (RWQCB) should also be addressed in the <br />slope stability report. <br />-- Printed on Recycled Paper -- <br />
