Application filed with LEA for <br /> modifications in design or operation of facility at least 120 days in advance of date proposed modification to take place. 18213(b)-Permit review application submitted no <br /> less than 120 days before SWFP is due for review. 18222-RDSI content requirements complete. <br /> TITLE 14,CCR <br /> 17606-Detailed description of site filed with county recorder,LEA,and local agency which maintains county solid waste management plan. 17607-PSR which includes <br /> conclusions and recommendations at least every five years from SWFP issuance. 17616-Amendments to RDSI filed to keep information current. 17626-Design of new <br /> disposal facility under direction of State civil engineer. 17628-Site design shall be based on appropriate data, take into account features needed to accommodate public <br /> use. 17629-Site designed to minimize nuisances and detrimental effects to public health and the environment. 17636-Accurate weight/volume records maintained in a <br /> manner and form approved by the LEA. 17637-Adequate surface records maintained of cuts in natural terrain where fill will be placed,may affect safe and proper <br /> operations or cause damage to adjoining properties,and depth to ground-water table. 17638-Log of special occurrences maintained for sites accepting an average of over <br /> 100 cubic yards per day(fires,earth slides,unusual and sudden settlement,injury and property damage accidents,explosions,discharges of hazardous or other unpermitted <br /> wastes,flooding,and other unusual occurrences). 17639-Records available for inspection. 17656-I.D. signs at each point of access indicating name of site operator. <br /> Other information may be required by LEA. 17657-If open to public,entry sign located at appropriate point which states fees,hours of operation,wastes either accepted <br /> or not accepted. 17658-Adequate perimeter security. Hazardous areas fenced and identified. 17659-Roads have smooth surface,minimize dust and tracking of mud,and <br /> allow all-weather access. 17660-Internal roads in safe condition,provide access during inclement weather,and are provided with directions(signs)to operating area(s). <br /> 17666-Adequate sanitary facilities available at site or in immediate vicinity. 17667-Safe adequate drinking water available. 17668-Communication facilities available <br /> where hazardous wastes are accepted or personnel are on duty. If accepts non-hazardous wastes and is non-attended,signs at highway turnoff and entrance must state that <br /> no communications are available at facility. 17669-Adequate lighting as approved by LEA. 17670-Safety equipment in use and being worn as required by LEA. <br /> 17671-Adequate number of qualified personnel available. 17672-Personnel adequately trained. 17673-Adequate supervision provided. LEA and appropriate fire control <br /> authority advised of names,addresses,and telephone numbers of operator, station manager,and site supervisor. 17674-Attendant available full-time or inspected by the <br /> operator on a regularly scheduled basis as determined by LEA. 17676-Unloading adequately confined. Adequate control of windblown materials. 17677-Spreading and <br /> compaction in two foot or less layers. 17678-Working face slopes allow effective compaction. Depth of cuts and slopes of trench sides as approved by LEA. <br /> 17680-Stockpiling of cover does not interfere with operations. 17681-Suitable quality and supply of cover material available. 17682-Cover provided at required depth <br /> and frequency. 17683-Performance standards-applies to sites using alternative cover as approved by the LEA/Board. 17684-Intermediate cover provided at required <br /> depth and frequency. 17686-Scavenging prohibited. 17687-Salvaging does not interfere with operations. 17688-Volume reduction and energy recovery do not <br /> interfere with operations or create health, safety or environmental problems. 17689-Salvaging and volume reduction confined to clearly identified areas as approved by <br /> LEA. 17690-Salvage storage location adequate,minimizes fire risk and nuisance. Limited to volume approved by LEA and other approval agencies. 17691-Salvage <br /> storage time does not result in health or fire problems. 17692-Salvaged materials approved by LEA and local health. 17693-Equipment adequate in type,capacity,and <br /> number. Equipment adequately maintained. 17694-Standby equipment available to comply with section 17682 and other sections. 17695-Effective maintenance <br /> procedures and programs developed and utilized. 17696-Adequate monitoring and repair of deteriorated conditions. 17701-Operations do not create a public nuisance. <br /> 17702-Feeding refuse to animals which will be used for human consumption prohibited. 17703-Fire control adequate. 17704-Adequate steps taken to monitor,collect, <br /> treat,and dispose of leachates. 17705-Gas monitoring and control as required. 17706-Dust control adequate. 17707-Vector and bird control adequate. 17708- <br /> Drainage and erosion control adequate. 17709-No wastes in direct contact with water except as approved by RWQCB. 17710-Adequate grading of fill surfaces. <br /> 17711-Litter control adequate. 17712-Noise control adequate. 17713-Odor control adequate. 17714-Traffic control adequate within site. Traffic minimizes <br /> interference, safety problems,and stacking on public roads. 17715-Liquid ponds minimize vector propagation. 17741-Burning wastes immediately spread and <br /> extinguished in safe area. 17742-Site accepts only approved hazardous wastes and takes precautions to eliminate or control harmful dusts,fumes,mists,vapors,or gases. <br /> 17743-Liquid wastes and sludges approved by RWQCB, local health entity,and LEA. 17744-Dead animals accepted if allowed by local regulations. <br /> The following closure regulations are included to address closure plans and partial closure issues: 17773-Final cover:A minimum thickness and quality of cover material <br /> in place. 17777-Final Site Face:Integrity of final slopes. 17779-Slope Protection and Erosion Control. 17787-Upon completion of closure,the owner/operator shall <br /> file a detailed description of the site. 17792-Prior to transferring site during closure or postclosure maintenance, new owner to be notified by previous owner of Title 14, <br /> Articles 7.8 and 3.4 requirements. Previous owner to notify Board and LEA of change in title within 30 days. 18255-Closure and postclosure maintenance plans <br /> submitted according to this section's schedule. <br /> The following fire regulations apply,if over 500 waste tires: 17351-Communications available when attended by staff. Adequate fire equipment: 1 dry chemical fire <br /> extinguisher, 1-2.5 gal.water extinguisher, 1 Pike pole at least ten feet in length, 1 round point& 1 square point shovel;adequate water supply:at least 1000 gal./min.for <br /> 3 hours;at least 2,000 gal./min if tires exceed 10,000. 17352-Facility secured; signs w/operator's name,operating hours,and rules;site attendant if site receives tires <br /> from other than operator; passable roads. 17353-tires stored to prevent vector breeding/harborage by impermeable cover or vector control program. 17354-Area restricted <br /> to 5,000 contiguous feet,not to exceed 50,000 cubic feet in volume or 10 feet in height;not to exceed 6 feet in height when less than 20 feet from property line;not be <br /> stored within 10 feet from property line;stored at least 40 feet from vegetative matter;adequate separation distances between tire pile and/or structures per Table I;surface <br /> drainage directed around/away from fire storage area;tires not to be stored on excessive grade;site designed and constructed to control runoff of pyrolytic oil to bodies of <br /> water;tires removed from rims upon arrival. 17355-tires not to be buried whole;less than 0.5 of one percent is acceptable. 17356-above storage requirements are not <br /> applicable if tires stored in fully enclosed moveable containers. <br /> The following emergency regulations adopted by the Board,to gain Federal approval of the State program,apply only to facilities accepting municipal solid waste <br /> (household waste)on or after October 9,1993. 17258.10-Landfills located within 5000 ft.of a public airport using piston aircraft,or 10,000 ft.of airport using turbojet <br /> aircraft must demonstrate that they do not pose a bird hazard. Demonstration must be in the operating record. New facilities or lateral expansions located within 5 mile <br /> radius of a public-use airport must notify the airport and FAA. 17258.20-Procedures for excluding regulated hazardous waste must include load checking,records of <br /> personnel training and notification if reg.haz. waste is detected. 17258.21-Cover must be applied daily. 17258.23-Quarterly gas monitoring must be conducted,lithit is <br /> 5% at boundary and 25% of LEL in facility structures. If limits are exceeded,reporting and remediation is required. 17258.24-Open burning of solid waste is prohibited, <br /> with some exemptions;operations must not be in viol f SIPS(Clean Air Act). 17258.29-Required records M40 kept on or near facility in the operating record. <br />
