KLEINFELDER
Methane gas monitoring is proposed in the Closure Plan (see Section II1.2.4, Landfill Gas
Monitoring). The monitoring program has two phases. Phase 1 involves installation of
temporary gas probes. If significant amounts (greater than 5%) of methane are detected in these
temporary probes, then Phase 2 monitoring will be implemented. Phase 2 will involve
installation of four permanent gas wells with two probes per well. One probe will be screened to
monitor the shallow zone (5 to 10 feet below the surface) and the second will be screened to
monitor the zone immediately above seasonally low groundwater.
Cove Contractors has no plans to develop the site in the foreseeable future. It is possible
thought, that Cove Contractors may elect to build either a warehouse or office building on the
site at some point in the distant future. Since this would be a change in postclosure use, Cove
Contractors will contact the appropriate regulatory agencies to obtain the necessary permits for
such a change in postclosure use. Landfill gas monitoring will be one element of this permitting
effort.
4. How and when will on-site buildings be repaired and maintained? They are currently in
a state of disrepair.
The on site building is unoccupied although Cove Contractors may use if for some purpose in the
future. The current state of the building is caused by vandalism. As part of closure activities,
Cove Contractors will secure the building (repair exterior walls and doors) and inspect the
condition of the building as part of postclosure maintenance.
5. Any and all pertinent agency requirements must be met (i.e., RWQCB, APCD, etc.)prior
to CPCMP approval.
Comment noted.
23-481399-A00/TL960001 Page 5 of 5 January 4, 1996
Copyright 1996 Kleinfelder,Inc.
