Miller Brooks Environmental prepared the work plan on behalf <br />of Cove Contractors, Inc. (Discharger). Currently, the Discharger is regulated under Waste <br />Discharge Requirements Order No. 135-2007-0084 (WDRs) for post -closure maintenance and <br />monitoring of a landfill. Submittal of the work plan was a requirement of the WDRs. <br />Based on our review, the work plan satisfies the requirements of Section D.10 of the WDRs <br />for the technical evaluation to determine if MW -5 shall continue to function as a background <br />monitoring well. In addition, the work plan also satisfies the requirements of Section D.10 for <br />submittal of a work plan for an installation of a new background monitoring well. Staff concurs <br />with the following aspects of Discharger's proposed work: <br />1. Abandonment of MW -5. <br />2. Installation of two new upgradient groundwater monitoring wells identified as MW -10A <br />and MW -11 in the work plan. <br />3. Abandonment of existing groundwater monitoring wells MW -6 and MW -8. <br />Please note that at this time staff does not concur with abandonment of MW -7. Staff notes <br />that in the March 2008 sampling event, MW -7 had concentrations of TPH-g, chloroform, and <br />acetone in groundwater. Therefore, MW -7 shall remain as part of the monitoring system. <br />Therefore, the work plan is approved with the condition that the Discharger continue to monitor <br />MW -7. As required by Section D.10 of the WDRs, please submit the monitoring well <br />installation report within 30 days of installation of the new wells.
