2.3 Personnel Requirements and Responsibilities <br /> Provisions of this HASP apply to all EarthCon personnel that will be participating in the above <br /> noted field activities. On-site personnel will be required to review the HASP prior to <br /> commencement of field activities and conduct all field activities in accordance with plan <br /> specifications. Other personnel on the site are expected to follow the provisions of the health and <br /> safety procedures outlined in this HASP as a minimum base standard but will retain full <br /> responsibility for the health and safety of their own employees or sub-subcontractors. General <br /> safe work practices that must be implemented during work activities at this site are included in <br /> Table 3. <br /> EarthCon considers each subcontractor to be an expert in all aspects of the work operations <br /> which they are tasked to provide, and each subcontractor is responsible for compliance with <br /> those regulatory and/or legal requirements which pertain to those services. While the EarthCon <br /> HASP will be the minimum H&S requirements for the work completed by EarthCon and its <br /> subcontractors, each subcontractor, in coordination with EarthCon's H&S personnel, is <br /> expected to perform its operations in accordance with its own H&S plans, policies and <br /> procedures unique to the subcontractor's work to ensure that hazards associated with the <br /> performance of the subcontractor's work activities are properly controlled. Copies of any <br /> required safety documentation for a subcontractor's work activities will be provided to EarthCon <br /> for review prior to the start of on-site activities. No review of any subcontractor plan or <br /> document by EarthCon will serve as an approval or ratification of such plan by or on behalf of <br /> EarthCon, and no such review will operate as any assumption of any duty or responsibility on <br /> the part of EarthCon (or any EarthCon employee or representative)for or as to any aspect of <br /> any subcontractor's own H&S responsibilities. Any comments or feedback from EarthCon to any <br /> subcontractor following any review by EarthCon of any subcontractor document or practice is <br /> provided solely for informational purposes and not for reliance. <br /> In the event that the subcontractor's procedures/requirements conflict with requirements <br /> specified in this HASP, the more stringent guidance will be adopted after discussion and <br /> agreement between the subcontractor and EarthCon project H&S personnel. Hazards not listed <br /> in this HASP, but known to the subcontractor or known to be associated with the subcontractor's <br /> services, must be identified by the subcontractor and addressed to the EarthCon Project <br /> Manager prior to beginning work operations. <br /> EarthCon personnel who have responsibility for the safe operations of this project include the <br /> Project Manager(PM), EarthCon Corporate Safety and Health Manager(CSHM), the Site Safety <br /> Officer (SSO) and the Project Field Staff. Responsibilities of each of the above referenced <br /> personnel as they relate to project safety and health are provided in Table 1. <br /> 9 <br />
