STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus <br /> SITE NAME: Scotts Hyponex <br /> RECEIVED BY <br /> INSPECTION DATE: February 23, 2007 OPERATOR mailed <br /> COMMENTS: <br /> A routine monthly inspection was done on this day: <br /> 1) Violation–PRC 44014(b)–Operator Complies with Terms and Conditions of the Solid Waste Facility Permit(SWFP) <br /> –A large pile of unprocessed green waste, tree trimmings and grass, is stored at the south end of the compost area. The <br /> pile is approximately 50 yards long and 2000 cubic yards in volume. Unprocessed green waste has been accumulating in <br /> this pile since the inspection on December 21, 2006. SWFP condition 11 requires the facility to process green waste <br /> within 7 days of arrival onsite. Repeat violation from last month. <br /> Grind the green waste within seven days of arrival onsite and place the ground material in compost windrows. <br /> 2) Area of Concern–T14 CCR 17863.4–Odor Impact Minimization Plan (OIMP)–The facility OIMP does not address <br /> the odor impacts of the new feedstocks being composted at the site. <br /> Revise the OIMP to include the new feedstocks. <br /> 3) Area of Concern–T14 CCR 17867(a)(10)–General Operating Standards–Trash was observed on the ground in the <br /> compost area near the 40 yard roll-off bin. Repeat Area of Concern from last month. <br /> Place trash, removed from the green waste, in the roll-off bin instead of leaving it on the ground. <br /> 4) Note–The EHD received the revised five year permit review application on February 12, 2007. The previous Area of <br /> Concern is resolved. <br /> 5) Note–The EHD received the revised Report of Compost Site Information new feedstock amendment on February 12, <br /> 2007. The amendment was approved by the EHD on February 28, 2007. The facility is approved to compost the <br /> following new feedstocks: rice hulls, grape pumice, paper fiber, chicken manure and steer manure.
