STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus <br /> SITE NAME: Scotts Hyponex <br /> RECEIVED BY <br /> INSPECTION DATE: March 16, 2007 OPERATOR mailed <br /> COMMENTS: <br /> A routine monthly inspection was done on this day: <br /> 1) Area of Concern—T14 CCR 17863.4—Odor Impact Minimization Plan (GIMP)—The facility OIMP does not address <br /> the odor impacts of the new feedstocks being composted at the site. <br /> Revise the OIMP to include the new feedstocks. <br /> 2) Note -All of the unprocessed green waste was ground and placed in windrows. The violation for PRC 44014(b) is <br /> resolved. <br /> 3) Note—All of the trash on the ground near the 40 yard roll-off bin was cleaned up. The area of concern for T14 CCR <br /> 17867(a)(10) is resolved. <br /> 4) Note Compost windrows#47, 50 and 54 were 140°F, 136°F and 132°F, above the pathogen reduction temperature <br /> of 131°F. <br /> 5) Note-The San Joaquin Valley Air Pollution Control District(SJVAPCD) proposed new Rule 4565 (Biosolids, Animal <br /> Manure, and Poultry Litter Operations) may impact the compost operations at this facility when manure is used as a <br /> compost feedstock.
