tij dt <br /> STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus <br /> SITE NAME: Scotts Hyponex <br /> RECEIVED BY <br /> INSPECTION DATE: April 18, 2007 OPERATOR mailed <br /> COMMENTS: <br /> A routine monthly inspection was done on this day: <br /> 1) Area of Concern—T14 CCR 17863.4—Odor Impact Minimization Plan (OIMP)—The facility OIMP does not address <br /> the odor impacts of the new feedstocks listed in the Report of Composting Site Information amendment approved on <br /> February 28, 2007. Repeat AC from last month. <br /> Revise the OIMP to include the new feedstocks. <br /> 2) Note—The Environmental Health Department(EHD) received a copy of a letter from the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB) to the Scotts facility dated April 17, 2007. The letter requires the Scotts facility <br /> to submit a Report of Waste Discharge (RWD) to the CVRWQCB. The letter prohibits use of the new feedstocks (rice <br /> hulls, grape pumice, paper fiber, chicken manure, steer manure) in the composting area at this time. The CVRWQCB will <br /> determine if Waste Discharge Requirements or a conditional waiver is required after receiving the RWD. <br /> 3) Note—Compost windrows#30, 37 and 63 were 132°F, 159°F and 136°F, above the pathogen reduction temperature <br /> of 131°F. <br /> 4) Note—The access roads were watered down to control the dust. <br /> 5) Note—The compost office had a full stocked first aid kit and a charged fire extinguisher. <br /> 6) Note—Reviewed the temperature, turning, daily load check, incoming tonnage and incoming truck count records. <br /> Records were complete and up-to-date. <br /> 7) Note—Reviewed the Salmonella, Coliform and Metals test results for January, February and March 2007. All results <br /> were complete and within the regulatory limits. <br /> 8) Note—Observed the 2 x 10,000 gallon water tanks that are maintained in case of a site fire. Reviewed the fire <br /> department inspection reports for the facility. The local fire department inspects the site once a year. <br /> INSPECTOR SIGNATURE: DATE: <br />
