STATE OF CALIFORNIA 0 California Integrated Waste
CIWMB 3 (Rev. 4/04) Management Board
INSPECTION REPORT ADDENDUM PAGE 2 OF 2
AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department
SITE NUMBER: 39-AA-0026 INSPECTOR: Garrett Backus
SITE NAME: Scotts Hyponex
RECEIVED BY
INSPECTION DATE: May 14, 2007 OPERATOR mailed
COMMENTS:
A routine monthly inspection was done on this day:
1) Area of Concern—T14 CCR 17863.4—Odor Impact Minimization Plan (OIMP)—The facility OIMP does not address
the odor impacts of the new feedstocks listed in the Report of Composting Site Information amendment approved on
February 28, 2007. Repeat AC from last month.
Revise the OIMP to include the new feedstocks.
2) Note—The Environmental Health Department(EHD) received a copy of a letter from the Central Valley Regional
Water Quality Control Board (CVRWQCB) to the Scotts facility dated April 17, 2007. The letter requires the Scotts facility
to submit a Report of Waste Discharge(RWD) to the CVRWQCB. The letter prohibits use of the new feedstocks (rice
hulls, grape pumice, paper fiber, chicken manure, steer manure) in the composting area at this time. The CVRWQCB will
determine if Waste Discharge Requirements or a conditional waiver is required after receiving the RWD.
3) Note—Compost windrows#29, 37, 42 and 72 were 160°F, 164°F, 158°F and 144°F, above the pathogen reduction
temperature of 131°F.
4) Note—Water was being added to the windrows with a tanker truck.
5) Note—Reviewed the temperature, turning, daily load check, incoming tonnage and incoming truck count records.
Records were complete and up-to-date.
6) Note—An automobile battery was seen in the compost area. The operator explained that it was found in the incoming
green waste. The operator moved the battery to the site maintenance shop for storage until it could hauled offsite by a
battery recycler.
INSPECTOR SIGNATURE: DATE:
—
