The EHD is the Solid Waste Local Enforcement Agency(LEA) for this facility. <br /> The LEA is certified by the California Integrated Waste Management Board to enforce state laws and <br /> regulations at solid waste sites in San Joaquin County. <br /> Description of Project and LEA's Determination <br /> The Scotts Hyponex Regional Composting Facility is a 22-acre existing composting site located at 23390 <br /> E Flood Road between Fine Road and Escalon Bellota Road. The site is a green material composting <br /> facility that processes the following materials: leaves, grass,tree trimmings,rice hulls, grape pumice, <br /> paper fiber, chicken manure and steer manure.
