AC PRC 44014(b)-Operator Complies With Terms and Condition of Permit-A pile of active compost consists of pumice,paperfiberand steer <br /> manure. The pile had the temperature of 135 F. The new feedstocks had not been approved by the California Regional <br /> Water Quality Control Board. <br /> a._ -Remove that-compost-pile. <br /> b. The new feedstock shall not be put in use without approval of all involved agencies. <br /> 2. AC T14CCR17867(a)(2)-Dust Control-It was very dusty from the vehicle movement. No dust control was provided at time of inspection. <br /> a_ Provide adequate dust control. <br /> 3. AC T14CCR17867(a)(5)-Unauthorized Access-Approx. 1/3 of the west fence was down. 2 large bags of compost were in the field adjacent to <br /> the facility. <br /> b. Ensure that unauthorized access to the facility is prevented. <br /> 4. Violation T1 4CCR1 7867(a)(9)-Phone or Radio Communication-No phone or radio was provided. <br /> a. Provide phone or radio communication. <br /> b. Ensure that the communication equipment is readily available and functional. <br /> 5. AC T14CCR17868.3(b)-Pathogen Levels/Temperature Maintenance-Windrow#32,33 and 34 received 5 turned in 2 months. The <br /> temperatures of some windrows were taken daily during the pathogen reduction period due to staff reassignment. <br /> a. During the pathogen reduction period,the compost shall be maintained at or 131 F for 15 continuous days and turned at least <br /> 5 times in that 15 days period. <br /> 6. AC T1 4CCR1 7868.3(d)-Temperature monitoring-The temperature of the windrow was taken at approx.36 inches below the pile surface. <br /> a. The temperature of a windrow shall be monitored 12 to 24 inches below the pile surface. <br /> b. Each day during the pathogen reduction period,at least one temperature reading shall be per every 150 feet of <br /> windrow or for every 200 cubic yards of active compost. <br /> Note: <br /> a. The facility has taken compost sample for analysis every month. <br /> b. The Modified Solis]Wasteaciiityermifhas been approved andissued. <br /> c. The RCSI amendment had been submitted and approved to the use of new feedstock that includes grape pumice,paper fiber and steer manure. <br /> The new feedstock has not been approved by the Water Board: <br /> d.
