Box 1287 <br /> Manteca, CA 95336 <br /> CLOSURE PLAN REVIEW, SPRECKLES DEVELOPMENT COMPANY, SAN <br /> ,JOAQUIN COUNTY <br /> We have reviewed the Closure Plans (dated 24 April 1996), as prepared by John Minney, <br /> Consulting Engineer, for the lime ponds, sedimentation ponds and reclaimed water ponds for the <br /> Spreckles Development Company facility in Manteca, California. The facility is regulated under <br /> Waste Discharge Requirements (WDRs) Order No. 77-247. <br /> Based on a conversation with Greg Vaughn, Senior Engineer at the Board, you were considering <br /> decommissioning existing monitoring wells on the facility. The Results of Monitor Well <br /> Installation, Testing, and Sampling at the Spreckles Surgar Co., Inc. (dated 29 March 1993), as <br /> prepared by Kenneth D. Schmidt and Associates, conclude that the shallow ground water below <br /> the facility has been impacted by the ponds. This is based on analytical results from MW-1 and <br /> MW-2 (downgradient of lime ponds), MW-3 (downgradient of wastewater ponds) and MW-4 <br /> (downgradient of mud ponds), as shown on Figure 3. Figure 3 also shows water quality results <br /> from background monitoring well MW-5, as well as supply wells SW-5, SW-6A and SW-7. '� <br /> sht d.#e ma»�itit" XW,de0onunissioned as part of closwe activities# <br /> We concur with your conclusion that the ponds and any other stockpiled material that has or may <br /> potentially impact ground or surface water must be removed from the facility. However, the <br /> Closure Plans, which are considered as part of a Report of Waste Discharge, is found incomplete <br /> because the report does not provide a detailed plan and specifications and time schedule for closure <br /> and postclosure maintenance (e.g., ground water monitoring). <br /> Please complete and resubmit a detailed Report of Waste Discharge and closure plan for the entire <br /> facility. We will be drafting updated WDRs to reflect a change in subsidiary name for the closure <br /> and postclosure maintenance of the facility and revise the monitoring and reporting program. <br /> If you have any questions please call me at(916) 255-3127. <br /> A.
