Closure Plan for 2403 W. Louise Avenue <br />Weaver Industries and BTI <br />1. Per letter of September all incoming deliveries shall have ceased by September 22, 1997. <br />2. All chipping and grinding activity shall cease as of 5 P.M., October 3, 1997. <br />3. BTI shall continue to monitor in accord with local and state regulations all compost <br />windrows until the material is shipped off site. <br />4. All BTI material (greenwaste) stockpiled on site shall be either in compost windrows by <br />October 5,1997 or removed from the site.. No bulk storage shall remain on the BTI portion of <br />the site after this date. <br />\, 5. Five 2 week periods of time have been established for the removal of the on site material. <br />@,.'` During each period 20% (measured by volume) shall be removed from the site. This shall apply <br />nA "'k.", both businesses, 20% of Weaver Industries volume and 20% of BTI volume. <br />6. If a milestone is missed, staff will initiate additional abatement measures which may include <br />but not limited to: <br />Issuance of a criminal citation. <br />Restraining order <br />7. BTI shall submit a site restoration plan to San Joaquin County Health by November 8, 1997. <br />8. Weaver Industries shall remove their stock piles of materials and product as follows: <br />1. Piles shall be removed in an alternating fashion. Thereby creating a greater <br />separation between piles. (a safety measure). Example. If three piles are in a row, the <br />first pile removed shall be the one in the middle, thus leaving separation between the <br />remaining two piles. ' <br />2. Suitable equipment shall be in service at all times to ensure rapid separation of piles <br />in fire situations. Appropriate personnel (to operate said equipment) shall be subject to <br />emergency call-back. <br />3. A reliable means to summon emergency services shall be maintained on-site at all <br />times. All personnel shall be familiar with prompt notification procedures. <br />4. All screening of material shall occur on the west side of the buildings. <br />9. Both Weaver Ind. and BTI shall submit to the Planning Department a log of all materials on <br />site as of September 15,1997. This log shall include the type of material, the amount by volume <br />and an approximate location on site. <br />10. On the day following each two week period, a representative from each company shall <br />submit written documentation to the Planning Department which substantiates that they have <br />met the 20% reduction. <br />11. Any requests to deviate from this plan shall be made to the City Council. <br />12. All activity, material, supplies and equipment shall be off the site by December 30, 1997. <br />
