Closure Plan for 2403 W. Louise Avenue Weaver Industries and BTI 1. Per letter of September all incoming deliveries shall have ceased by September 22, 1997. 2. All chipping and grinding activity shall cease as of 5 P.M., October 3, 1997. 3. BTI shall continue to monitor in accord with local and state regulations all compost windrows until the material is shipped off site. 4. All BTI material (greenwaste) stockpiled on site shall be either in compost windrows by October 5,1997 or removed from the site.. No bulk storage shall remain on the BTI portion of the site after this date. \, 5. Five 2 week periods of time have been established for the removal of the on site material. @,.'` During each period 20% (measured by volume) shall be removed from the site. This shall apply nA "'k.", both businesses, 20% of Weaver Industries volume and 20% of BTI volume. 6. If a milestone is missed, staff will initiate additional abatement measures which may include but not limited to: Issuance of a criminal citation. Restraining order 7. BTI shall submit a site restoration plan to San Joaquin County Health by November 8, 1997. 8. Weaver Industries shall remove their stock piles of materials and product as follows: 1. Piles shall be removed in an alternating fashion. Thereby creating a greater separation between piles. (a safety measure). Example. If three piles are in a row, the first pile removed shall be the one in the middle, thus leaving separation between the remaining two piles. ' 2. Suitable equipment shall be in service at all times to ensure rapid separation of piles in fire situations. Appropriate personnel (to operate said equipment) shall be subject to emergency call-back. 3. A reliable means to summon emergency services shall be maintained on-site at all times. All personnel shall be familiar with prompt notification procedures. 4. All screening of material shall occur on the west side of the buildings. 9. Both Weaver Ind. and BTI shall submit to the Planning Department a log of all materials on site as of September 15,1997. This log shall include the type of material, the amount by volume and an approximate location on site. 10. On the day following each two week period, a representative from each company shall submit written documentation to the Planning Department which substantiates that they have met the 20% reduction. 11. Any requests to deviate from this plan shall be made to the City Council. 12. All activity, material, supplies and equipment shall be off the site by December 30, 1997.
