Louise, Manteca <br />Dear Mr. Kaplan: <br />In regards to our agreement to discontinue use of our facility as previously <br />permitted, there are several matters to consider to achieve this objective in a <br />safe, expedient manner. <br />At the Council meeting and likewise the meeting we arranged on Tuesday, <br />September 16, 1997, 1 provided you with an initial indication that we could divert <br />incoming loads of product within a week and best guess of sixty (60) days to <br />remove the on site inventories. Since that time, I have met with our sub -tenant, <br />Biorecycling Technologies, Inc. (B.T.I.), and instructed my people to complete an <br />inventory of product stored on the site. It was determined that there is <br />approximately 1,500 to 2,000 truckloads of material to be handled. <br />In preparing a plan, the following items must be considered: <br />1. The amount of material and its characteristics. <br />2. Does all of the material on site need to be removed? Is some of the storage <br />permitted by right in the M-2 zone? <br />3. Will the city assist in finding or providing a temporary permit or allow time for <br />another facility to be permitted to receive this material? <br />4. The composting materials must be continued to be monitored and turned to <br />eliminate the potential for odor. B.T.I. has advised me this may take upwards <br />of 120 days. <br />5. To minimize the traffic impact, can the wood products be processed to chip <br />and taken to its end market. <br />2.501 S.
