The project consists of a 20 acre <br /> composting facility at 2403 W. Louise Avenue in Manteca. This facility will operate in conjunction with <br /> the Weaver Industries recycling operation already at this site. <br /> We have found your application incomplete. In accordance with Resolution No. 96-031 (enclosed), <br /> Waiver of Waste Discharge Requirements for Composting Operations, manufacturing of compost must <br /> obtain coverage and comply with the General National Pollutant Discharge Elimination System <br /> (NPDES)permit adopted by the State Water Resources Control Board.
