2. Utilising proper composting procedures such as: <br />a. Ensuring the compost is aerobically decomposing. <br />b. Mixing types of incoming materials, materials high in <br />nitrogen with materials higher in carbon content and <br />maintaining an ideal temperature within the windrows. <br />b. <br />a, b. Mitigation to a less than significant level for new and severe <br />noise levels shall be through location of the grinder between the two long <br />buildings, and providing proper shielding and enclosures to contain <br />excessive noise levels on site. <br />IV. No alteration anticipated in air movement or temperature and no <br />changes in local or regional climate created by the proposed <br />project. <br />3. Water <br />a, c, d, e, h, i. Project not located near surface; fresh or <br />marine water bodies; no affect to the course or flow of surface <br />water; no affect on the amount of surface water; no affect to or <br />discharge into surface waters; no affect on water available for <br />public water supplies; is not located in a flood area;. <br />b. Project will not result in changes of absorption rates, drainage <br />patterns or rate or amount of surface runoff. <br />f, g. Will not affect ground waters; no discharge to or withdrawal <br />from or interception of ground water. <br />4. Plant Life <br />a. There will be no change to diversity of plant species. <br />b, c. City's General Plan (Chapter VIII, Natural Resources, <br />Threatened And Endangered Species) notes no known rare or <br />endangered species of plants located on project site. No new <br />species of plants associated with project. <br />d. Proposed project located in rural area; no reduction of <br />agriculture crop land associated with the project. <br />S. Animal Life <br />a. No change in diversity or number of animal species will result <br />from project. <br />b. City's General Plan (Chapter VIII, Natural Resources, <br />Threatened And Endangered Species) notes no known rare or <br />endangered species of animals located on pro)ect site. <br />C.
