Louise Avenue, Manteca
General Plan:
Zoning:
Project Size:
Water Supply:
Storm Drainage:
Williamson Act:
Staff:
I/L
I -L
80 acres
Private well
Natural
No
Chandler Martin
Community:
APN:
Parcel Size:
Sewage Disposal:
100 -Year Flood:
Supervisorial District:
CEQA Determination:
Manteca
198-110-02
80 acres
Septic system
No
3
Negative Declaration
The project is to establish a mufti -purpose operation for the recycling of wood and green waste products
and the storage of specimen nursery stock for wholesale. No composting is proposed. Two buildings
of approximately 64,680 square feet each exist on the site with various smaller buildings. Proposed hours
of operation are from 6:00 a.m. to 6:00 p.m., Monday through Friday, and 6:00 a.m. to 4:00 p.m. on
Saturday. Water will be supplied by an existing well. Sewage disposal will be by septic system. Natural
storm drainage is proposed.
The applicant is proposing that most, not all, of the wood and green waste processing is to take place
inside the buildings, with the largest pieces (e.g., logs and stumps) being processed outside. The
processing, including vermiculture, will result in wood chips, mulch, landscape products, soil amendments,
and other related by-products. Bagging is also proposed. The northern half of the property will be for
storage. Equipment will include wheel loaders, tub grinders, chippers, screening plants to clean and
classify products, forklifts, trucks, and possibly tractors. A trailer tipping device is proposed between the
two main buildings. This device will tip a semi -trailer to unload its payload of wood or green waste.
These raw materials will then be transported to the main buildings by belt or other means.
The southernmost portion of the property is to be used to store specimen trees. Mature specimen trees
will be transplanted from their growing locations and transported to this site for storage prior to delivery.
Approval.
San Joaquin County
Community Development
UP-95-8/Rouse
Page 1
