b. The driveway approach within San Joaquin County's portion of Louise Avenue shall be <br />improved in accordance with the requirements of San Joaquin County Standard R-17 <br />prior to issuance of the occupancy permit. (Development 1-itle Section 9-1145.5) <br />C. The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road for a 55 - <br />foot -wide right-of-way from the centerline of Louise Avenue to the property line across the <br />parcel's frontage. A $225.00 fee currently is required for processing, per Development <br />Title Table 9-240.2, in addition to a copy of the Grant Deed. (Development Title Sections <br />9-1150.2 and 9-1150.5) <br />V. The frontage improvements for Louise Avenue within San Joaquin County's portion shall <br />be constructed in conformance with the standards for one-half of a 11 O -foot -wide right-of- <br />way Major Arterial street. The construction of the frontage improvements will be deferred <br />upon execution by the owner of a Deferred Frontage and Roadway Improvement <br />Agreement or a Secured Deferred Frontage and Roadway Improvement Agreement with <br />a deposit equivalent to the estimated construction costs prior to approval of the <br />Improvement Plan. A $260.00 fee currently is required for processing, per Development <br />Title Table 9-240.2, in addition to a copy of the Grant Deed and an estimate for the <br />required frontage improvements. The estimate shall be prepared by a Registered Civil <br />Engineer with a typical section drawing on a form to be supplied by the Department of <br />Public Works and submitted to Public Works for approval. As an option, Public Works will <br />prepare the drawing, and estimate for an additional fee of $115.00. (Development Title <br />Section 9-1150.2) <br />e. The, Traffic Impact Mitigation Fee will be required for this development. The fee is due <br />and payable at the time of building permit application. The fee currently is $216.12 per <br />daily trip -end generated in the Manteca area. The fee shall be automatically adjusted July <br />1 of each year by the Engineering Construction Cost Index as published by the <br />Engineering News Record. A credit for the previous use will be allowed if it can be <br />verified that it has been in operation since April 23, 1990. <br />f. Improvements and permits within the City of Manteca's portion of Louise Avenue shall be <br />as required by the City of Manteca. (Resolutions R-90-304, R-91-1025, R-93-167, and R- <br />94-174) <br />3. PUBLIC HEALTH SERVICES: (Contact Person: Hector Castro, 468-3854) <br />a, A soil suitability study, as required by Development idle Section 9-1105-2(d), which <br />indicates that this area is suitable for a septic tank system must be performed prior to <br />recordation of the Parcel Map. A review fee of $156.00 is required at the time of submittal <br />to the Environmental Health Division. <br />The sewage disposal system shall comply with the on-site sewage standards of San <br />Joaquin County prior to approval. A percolation test that meets absorption rates of the <br />manual of septic tank practice or the EPA Design Manual for on-site waste water <br />treatment and disposal systems is required for each parcel. A permit fee of $78.00 per <br />percolation hole is required. <br />b. The existing private water wells shall be tested for the chemicals dibromochloropropane <br />(DBCP) and nitrates prior to recordation of the Parcel Map.
