Complete and submit the Solid Waste Facilities Permit <br /> Application, along with a $390 . 00 application fee, to this <br /> Department. If more than 5 hours is required for review of <br /> the application, a $78 . 00/hour charge will be assessed. <br /> 2 . Receive approval from San Joaquin County Solid Waste Task <br /> Force for the proposed solid waste composting facility. <br /> 3 . Obtain a land use permit approval from the City of Manteca <br /> Planning Division to conduct composting activities at this <br /> site. Contact the City of Manteca Planning Department to <br /> address CEQA. <br /> 4 . Submit a Report of Composting Site Information (RCSI) , <br /> pursuant to Title 14 CCR, Article 3, Section 17863 , to the <br /> CIWMB (Waste Board) and to this Department. Both the Waste <br /> Board and this Department shall each receive two (2) copies. <br /> 5 .
