California Integrated Waste Management Board <br /> Permit Decision No. 97-264 <br /> July 23 , 1997 <br /> WHEREAS, composting operations were originally permitted as <br /> an auxiliary operation to the California Waste Removal Systems <br /> Inc . , Large Volume Transfer Station & Material Recovery Facility <br /> which was issued a Solid Waste Facility Permit on February 26 , <br /> 1992 ; and <br /> WHEREAS, the operator of the California Waste Removal <br /> Systems-Composting Facility requested a separate permit and <br /> submitted to the Local Enforcement Agency (LEA) , San Joaquin <br /> County Public Health Services Environmental Health Division, an <br /> application for a Standardized Composting Permit; and <br /> WHEREAS, the LEA has submitted to the Board for its review <br /> and concurrence with or objection to the issuance of a <br /> Standardized Composting Permit for the California Waste Removal <br /> Systems-Composting Facility; and <br /> WHEREAS, the City of Lodi Community Development Department <br /> prepared an Environmental Impact Report (EIR) , State <br /> Clearinghouse (SCH) #90020924 , which included an analysis the <br /> composting facility; and <br /> WHEREAS, the City of Lodi approved the Final EIR and filed a <br /> Notice of Determination with the County Clerk on July 24 , 1991; <br /> and <br /> WHEREAS, Board staff have determined that the EIR is <br /> adequate for the Board' s evaluation of the proposed project for <br /> those project activities which are within this Agency' s expertise <br /> and/or powers, or which are required to be carried out or <br /> approved by the Board; and <br /> WHEREAS, the LEA and Board staff have evaluated the proposed <br /> permit and supporting documentation for consistency with <br /> standards adopted by the Board and have determined that the <br /> facility' s design and operation is consistent with State Minimum <br /> Standards; and <br /> WHEREAS, the LEA and Board staff conducted a joint <br /> inspection of the site on June 9 , 1997, and the inspection <br /> revealed no violations of State Minimum Standards for Solid waste <br /> Handling; and <br />
