Liberty Road Galt, CA. 9.Slo 3 a <br /> On September 13, 2000 I conducted a complaint inspection at the above referenced site. <br /> The allegations were that a composting operation was being operated at the site. Ted <br /> Norgard, of the Environmental Health Division (EHD), was also present during the <br /> inspection. There are two issues that need to be addressed in regards to the composting <br /> operation. <br /> The facility is composting manure and organic waste that is generated by the bird raising <br /> operation. Manure, from dairy operations, is brought in and added to the chicken manure <br /> and rice hulls and composted. The facility accepts manure from several sources and <br /> would not qualify for an exemption under Title 14 California Code of Regulation (CCR). <br /> Title 14 CCR Section 17856 indicates that this facility would be placed under the <br /> Enforcement Agency Notification requirements. Any changes in types and quantities of <br /> feedstock will be require the facility to obtain a Registration Permit. <br /> 17856.Agricultural Material Composting Operations. <br /> (a)All agricultural material composting operations shall comply with the Enforcement Agency Notification <br /> requirements set forth in Title 14, Division 7, Chapter 5.0,Article 3.0 (commencing with Section 18100) of <br /> the California Code of Regulations, except as otherwise provided by this Chapter. <br /> (b) Compost produced by an agricultural material composting operation which uses only agricultural <br /> commodities may be sold or given away without restriction. <br /> (1)Agricultural material composting operations that compost only agricultural commodities shall be <br /> inspected by the enforcement agency at least once every three (3) months, during periods of active <br /> composting. <br /> (c) Compost produced by an agricultural material composting operation which uses agricultural <br /> commodities and clean green material, as specified in Section 17852 (k), shall not sell or give-away more <br /> than 1,000 cubic-yardsof compost per year. <br /> You are directed to comply with the notification requirements (form provided) within 30 <br /> days of receipt of this letter. The facility will be inspected on a quarterly basis.
