We are <br /> soliciting input from the industry, environmental organizations, local enforcement agencies and others <br /> prior to issuing a formal tentative Order for public comment. The Order, once adopted by the Regional <br /> Board, would apply to dischargers who operate facilities that conduct green waste composting within <br /> the Central Valley Region. The draft General WDRs are available for review on our website at <br /> www,waterboards.ca.gov/centralvalley/tentative/#other. Written comments on the draft General WDRs <br /> must be submitted by 7 April 2006 to the attention of Bill Brattain at the address listed above. <br /> Green waste composting facilities in the Central Valley Region were formerly regulated under <br /> Resolution No. 96-031, Conditional Waiver of Waste Discharge Requirements for Composting <br /> Operations(the Waiver). In 1999, passage of Senate Bill 390 caused all existing waivers of WDRs to <br /> expire on 1 January 2003. Since that time,many green waste composting operations in the Central <br /> Valley Region that were regulated under the Waiver have not been regulated by WDRs or a waiver of <br /> WDRs as is required under California Water Code (CWC) Section 13263(a). Dischargers proposing <br /> new green waste composting operations since 1 January 2003 have been required to submit a Report of <br /> Waste Discharge pursuant to CWC 13260(a)to obtain individual WDRs with requirements necessary <br /> to protect water quality. <br /> The proposed General WDRs would apply to existing facilities and any future facilities meeting <br /> certain criteria that plan to conduct green waste composting in our region. The General WDRs will <br /> provide minimum requirements for conducting green waste composting in a manner that complies with <br /> current water quality laws,regulations, and the Regional Board's Basin Plans. The General WDRs will <br /> also include requirements for water quality and odor monitoring for any runoff retention or washwater <br /> basins. Existing operators must obtain coverage under and bring their facilities into compliance with <br /> the General WDRs once they are adopted by the Regional Board, or obtain individual WDRs. <br /> Tentative WDRs will be circulated for public comment prior to consideration for adoption by the <br /> Regional Board. <br /> California Environmental Protection Agency <br /> Recycled Paper <br />
