appear to be consistent with the potential degradation to air <br /> quality, considering the anticipated increased number of <br /> vehicles entering the facility. <br /> Vectors <br /> The proposed increase in tonnage may result in an increase in <br /> flies, rodents or other vectors. The FEIR should include a <br /> description of present measures of control, and any additional <br /> measures which would be implemented to control vectors. <br /> Water Quality <br /> The DEIR states that the expansion area will be paved or <br /> covered by structures, and that there will be a slight <br /> decrease in groundwater infiltration in the expansion area. <br /> The document indicates that the 5.5 acre expansion area is <br /> expected to be drained by the use of separate systems for <br /> storm and leachate/wastewater drainage. Are there any plans <br /> for recycling of collected runoff? The Mokelumne River is <br /> adjacent to the proposed composting area. Are any impacts to <br /> water quality anticipated offsite as a result of the <br /> expansion? <br /> Noise <br /> An extensive discussion regarding noise impacts is included in <br /> the DEIR. Mitigations such as installation of special <br /> mufflers on equipment could also be included in this section. <br /> Human Health <br /> The Initial Study (page 46) indicates that there is no <br /> potential for creation of health hazard and or exposure of <br /> people to potential health hazards. This determination <br /> appears to be inconsistent with the section regarding Risk of <br /> Upset (a) on page 36. <br /> Comiposting ODeration <br /> Board staff suggest that a thorough description of the composting <br /> operation be included in the FEIR, and ask that the document <br /> include the following additional information: <br /> Total operating capacity <br /> Average and maximum quantity of materials (manure, green <br /> wastes, cannery waste, grape pumice, etc. ) <br /> Any additives; type, quantities and application method <br /> Monitoring for temperature, moisture content <br />
