Although the Mokelemne River is adjacent to the transfer station, no impacts <br /> regarding the river water quality are anticipated. The river is protected by the <br /> use of storm and sewer drainage systems which will carry all waters off the site. <br /> Furthermore, the composting area located on the north side of the property will <br /> be isolated by the use of small isolation berms around the perimeter of the area. <br /> Noise <br /> Mitigation #2 under the Noise Mitigation section, page 34, requires the refuse <br /> truck fleet to change, through attrition, the exhaust system from overhead systems <br /> to underbody exhaust systems. Because noise produced from underbody exhaust <br /> systems will be adequately mitigated with the noise wall around the project area, <br /> special mufflers on the equipment is not foreseen to be necessary. <br /> Human Health <br /> The Draft EIR indicates on page 36 that there maybe a risk of "... �a release of <br /> hazardous substances in the event of an accident or upset condition. <br /> This item was marked "Maybe" in the DEIR due to the fact that illegally disposed <br /> hazardous wastes may be encountered during the sorting activities at the transfer <br /> station even though a load checking program has been written and adopted. Any <br /> hazardous wastes found will be stored at the transfer station pending pickup by <br /> the generator or an authorized transporter for disposal. Because hazardous wastes <br /> may be encountered, and will require short-term storage at the site, there does <br /> exist a possibility of the premature release of hazardous waste. <br /> Because a possibility of the release of hazardous waste exist, although remote, the <br /> two subheadings under Item 17, Human Health, should indicate "Maybe". <br /> The original item 17 on page 46 will be edited as follows: <br /> Yes Maybe No <br /> 17.
