CALIFORNIA WASTE REMOVAL <br /> DRAF17 ENVIRONMENTAL IMPACT REPORT <br /> MITIGATION MONITORING AND REPORTING PLAN <br /> The purpose of this Monitoring and Reporting Plan is to ensure the mitigations of various impacts due <br /> to the expansion project are properly accommodated and handled to reduce the impact to the <br /> surrounding environment. An annual report containing all monitoring results will be complied at the <br /> end of one year to review and assess the mitigation measures outlined in this plan. <br /> This report is written in accordance with the requirements of Assembly Bill 3180 for the monitoring <br /> of mitigations documented in the Environmental Impact Report for the California Waste Removal, <br /> Inc. Transfer Station and Recycling Center. <br /> ------------------------------------------------------------------------------------------------------------------------- <br /> I ACT: Noise <br /> MITIGATION: <br /> It may not be practical to bring noise into compliance due to the large amount of heavy <br /> equipment and truck.activity that takes place in selected areas of the site. Mitigations for on- <br /> site operation will be done pursuant to personal hearing protection under OSHA requirements. <br /> Mitigations to reduce off-site effects include all of the following: <br /> 1) Construct a 12-foot high noise berm or barrier with no openings between the parking- <br /> storage yard and mobile home park. This, plus other mitigations listed herein, will <br /> reduce project induced noise levels below 60 dBA Ldn. <br /> 2) Through attrition, change the refuse truck fleet to models which have under-body <br /> exhausts and produce no more than 71-73 dBA at a distance of 50 feet while <br /> travelling at 25 mph (i.e., medium truck levels). A 5-6 dBA reduction in truck noise <br /> would make future roadway noise levels the same as the no-project levels (see Table <br /> N-4). <br /> 3) Through attrition, change to rib tread tires on the transfer and refuse truck fleet. <br /> 4) Advise truck drivers to accelerate slowlywhen westbound or eastbound <br /> at the <br /> Turner/Beckman intersection. <br /> 5) Trucks that leave between 6:00 and 7:00 a.m. should beP arked furthest from the <br /> mobile home park in Parking Lot#2 on the east portion of the site. <br /> 6) Restrict activity in the vicinity of the mobile home park to the hours between 7:00 <br /> a.m. - 7:00 p.m.. <br /> 7) Construct a 10-foot high noise wall or berm surrounding the west and southwest side <br /> of the waste and metal recovery area. <br />
