The City could estimate the cost of these improvements and apply <br /> a portion of the costs to an "area of benefit" under the Government Code or CEQA. <br /> Thereafter, businesses that expand within the benefitted area could be required to pay their <br /> pro-rata share of these improvements. <br /> PROPOSED MONITORING PROGRAM: <br /> - The traffic counts of vehicles arriving and departing from the transfer station will be <br /> tabulated and submitted to the City on a quarterly basis to determine if the increased <br /> traffic on the public streets has a significant impact on traffic congestion. <br /> ------------------------------------------------------------------------------------------------------------------------- <br /> IMPACT: Odors <br /> MITIGATIONS: <br /> The project may have the potential to create objectionable odors due to the large volume of <br /> waste coming to the site. Waste cannot be held on site for more than 72 hours and, under <br /> normal operation, it is sorted, removed from the transfer station within 24 hours, and hauled <br /> to a sanitary landfill for disposal. As a result of rapid turn-around of wastes at the transfer <br /> station, odors will not pose a significant impact to the local environment. <br /> PROPOSED MONITORING PROGRAM: <br /> Monitoring objectionable odors will be performed by the City and Local Enforcement Agency <br /> during scheduled inspections of the transfer station. If odors are determined to be <br /> significantly impacting the local environment, the applicant will be notified by the regulating <br /> agency. The applicant will determine the source of the odors and will alter the operation of <br /> the transfer station to prevent this impact. <br /> ------------------------------------------------------------------------------------------------------------------------ <br /> IMPACT: Dust <br /> ITIGATIONS: <br /> During construction, the transfer station may have the potential to emit dust particles to the <br /> atmosphere as soil is exposed and disturbed by construction vehicles and equipment. If this <br /> occurs, most of the particles would settle on or immediately adjacent to the project site, but <br /> could cause a nuisance to neighboring land owners. To mitigate this, water trucks will.be <br /> available during the construction period to keep dust to a minimum. Once construction has <br /> been completed, the potential for dust impacts will be significantly decreased by paving and <br /> asphalt covering of the expansion area. <br /> PROPOSED MONITORING PROGRAM: <br /> Use water trucks during the expansion construction to prevent excessive airborne dust. The <br /> monitoring of dust abatement procedures will be included in the construction inspection of the <br /> project and will be performed by the City. <br />
