OU ON <br /> California Waste Removal Systems, Inc. (CWRS) is proposing to expand its existing <br /> 12.16-acre solid waste transfer station/resource recovery and recycling facility (transfer station) <br /> at 1333 East Turner Road, Lodi, California. The transfer station is the hub of CRWS's <br /> collection operation. Refuse is deposited at the facility, recyclables are removed, and the <br /> remaining waste is shipped to county landfills. The facility also accepts plant waste and <br /> recyclables from the general public. Plant wastes are sold as animal feed or fuel, or are <br /> composted on site and sold as a soil additive. The facility serves northern San Joaquin County <br /> and southern Sacramento County and is used by both commercial and public vehicles. Current <br /> plans call for expansion into an adjacent 5.5-acre parcel west of the transfer station. The project <br /> site is located in San Joaquin County and is depicted on the Lodi North Quadrangle in Township <br /> 4 North, Range 7 East, Section 31 (Figures 1 and 2). <br /> In consideration of the above project, EBA Wastechnologies contracted with PAR <br /> ENVIRONMENTAL SERVICES, INC. (PAR) on January 27, 1991 to inventory any special <br /> status plant and wildlife species that might occur on the project site and to assess potential <br /> impacts to habitat that would occur as a consequence of the proposed project. The studies were <br /> completed in compliance with the California Environmental Quality Act (CEQA) of 1970. <br /> ODS <br /> Background information on the biological resources of the Lodi area was available in the <br /> form of the Background Report, General Plan Update, Cary of Lodi (City of Lodi Community <br /> Development Department [CLCDD] 1988). This information was supplemented with a <br /> California Natural Diversity Data Base (CNDDB 1991) report on past locations of "special <br /> status" plants and animals in the vicinity of the proposed project. <br /> Field surveys were conducted in the study area on January 23, 1991 by Dr. Steven Towers <br /> (PAR wildlife ecologist). An on-site orientation and description of the project was provided by <br /> Mr. Larry Crump prior to field investigations. Surveys focused on identifying and mapping <br /> vegetation communities, creating lists of species observed in the study area (Appendices A and <br /> B), and looking for signs and habitat requirements of special status wildlife and plant species on <br /> the project site. <br /> Aerial photographs and scaled maps of the project site were not available during the <br /> surveys. An unscaled map of vegetation communities delineated according to the taxonomy of <br /> Mayer and Laudenslayer (1988) is provided in Figure 3.
