By July 1, 1991, each city must prepare, adopt and submit to the county, a Source <br /> Reduction and Recycling Element (SRRE) and a Household Hazardous Waste Element <br /> (HHWE). The SRRE shall include, at a minimum: <br /> a. A waste characterization component. <br /> b. A source reduction component. <br /> C. A recycling component. <br /> d. A composting component <br /> e. A solid waste facility capacity component. <br /> f. An education and public information component. <br /> g. A funding component. <br /> h. A special waste component. <br /> In addition to these items, however not part of the plan, is a record keeping plan which <br /> will be developed and initiated by the applicant to track the waste loads and resultant <br /> recycled tonnages. This plan will be based on a percent diversion of recycled materials <br /> to be allocated to all jurisdictions from which waste is received. These records will be <br /> made available to the jurisdictions annually, or as required by the jurisdiction's SRRE. <br /> By July 1, 1991 (AB 1820), each county must prepare a source reduction and recycling <br /> element for its unincorporated area with the same components included in the city <br /> elements. Each city and county plan must include an implementation schedule showing <br /> how it will divert 25 percent of all solid waste from all landfills by January 1, 1995, <br /> through source reduction, recycling, recovery, transformation and composting activities. <br /> By January 1, 2000, the required diversion will be increased to 50 percent. <br /> In order to help meet these goals for the City of Lodi and the counties of San Joaquin <br /> and Sacramento, CWRS would like to increase the percentage of material to be <br /> recovered. In order to do this the size of the tipping floor needs to be increased and <br /> additional equipment added. This will allow more refuse to be sorted and the ability to <br /> segregate and process various types of refuse for better efficiency. It will also allow <br /> some of the recovery operations that are currently being performed outside to be <br /> accomplished indoors. <br /> The proposed expansion will add an additional 89,000 square feet to the existing <br /> 17,000-square-foot building. This will increase the resource recovery capability from <br /> the current 650 tons per day of incoming refuse to 2,000 tons per day. <br /> The proposed facility will help provide the means for the City of Lodi, and the Counties <br /> of San Joaquin and Sacramento to meet the conditions outlined in AB 939. <br /> 4 <br /> 1 <br />
