YesMa e No <br /> 6. Noise. Will the proposal result in: <br /> a. Increases in existing noise <br /> levels? X <br /> b. Exposure of people to severe <br /> noise levels? X <br /> Noise from the expanded operation will require mitigation. Most sensitive locations will <br /> be the rear area of the mobile home park north of Turner Road and a small section of <br /> industrial property adjacent to the southeast comer of the Transfer Station. The <br /> mitigations suggested will bring the future operation into compliance with the current <br /> Noise Element of the Lodi General Plan. <br /> Setting <br /> Noise in the Cit was studied b the San Joaquin Council of Governments when that <br /> Y Y q <br /> organization prepared a County-wide Noise Element in 1974. Lodi adopted its portion <br /> of the study as the Noise Element of the City's General Plan (See Figure N-1 Noise <br /> Compatibility Chart). <br /> When the study was prepared ambient readings in decibels "A" weighted* (dBA) were <br /> taken throughout the City west of Highway 99. Night (10:00 pm- 7:00 am.) readings <br /> averaged in the high 30's to low 40's. Day (7.00 am - 10:00 pm.) values, after <br /> averaging, ranged from the mid 40's to low 50's. No readings were reported east of <br /> Highway 99 during this study (See Figure N-2). In general, the study found higher noise <br /> levels near Highway 99. <br /> A subsequent noise analysis was made as part of a "Background Report General Plan <br /> Update City of Lodi" by Jones and Stokes in 1988. The Jones and Stokes study modeled <br /> noise at 195 locations (mainly street intersections) in Lodi using the Federal Highway <br /> Administration Traffic Noise Prediction Model. The model was tested against measured <br /> noise levels taken in 1985 and 1987 and found to produce valid results. <br /> The noise values predicted by the Jones and Stokes model were expressed in average <br /> levels over a 24 hour period or Community Equivalent Noise Levels (CNEL). The <br /> predicted levels closest to the area influenced by the transfer station were 62.5 dBA <br /> located 100' south of the intersection of Turner and Cherokee and 64 dBA 100' located <br /> east of Beckman and 500' south of Turner in the mobile home park. <br /> * The "A" weighting is a noise measurement filter that reads sound very close to <br /> the way the human ear perceives it. <br /> 29 <br />
