Agricultural products are brought to the site in small trucks and usually dumped <br /> on a concrete slab. The materials consist of grape and tomato wastes, leaves, and <br /> other organic material. This material is pushed into windrows 8' high, 18' wide <br /> and up to 300' long. A Scarab Aerator turns and aerates the windrows once <br /> every two weeks. Water is added if necessary, to keep the moisture content at <br /> 30%. Composting time runs from two weeks to six months depending on the <br /> material. <br /> The Aerator, produces 80 dBA at 50' when operating. For purposes of this <br /> evaluation it will be assumed to operate an average of two hours on the day it is <br /> aerating the compost windrows. Additionally, a loader will operate for 1 hour <br /> to dress up the windrows. <br /> Noise produced by the aerator/loader is shown on Figure N-7. Highest noise <br /> levels occur at prediction Sites A, E and H which are closest to the operation. <br /> 5) Waste Building Materials Metal Recovery Area <br /> This operation takes lace throughout the site and lasts for 4 - 6 hours per day at <br /> Pe P <br /> present. In the future the hours will be from 7:00 a.m. to 10:00 p.m. and one <br /> additional piece of equipment will be necessary. At that time the equipment <br /> operating will be: Case W-14 Loader, Cat Loader, Shaker Screen. Combined <br /> noise from all three of these pieces of equipment operating simultaneously is <br /> estimated at an equivalent level of 88 dBA at 50'. <br /> Figure N-8 shows noise predictions related to this operation. Largest impacts are <br /> understandably at the prediction points F and G which are closest to the <br /> operation. Day-night averages here were 69 dBA and 77 dBA, respectively. <br /> 6) New Transfer Station <br /> The new building shown on Figure N-9 will house a new baler, and compactor <br /> as well as the present refuse handling operations: dumping, sorting, loading, etc. <br /> The new operation will be evaluated on a 15-hour basis 7:00 a.m. to 10:00 p.m. <br /> with 10 pieces of heavy equipment operating simultaneously inside the building. <br /> Night operation 10:00 p.m. to 7:00 a.m. will include 25 pieces of heavy <br /> equipment. Equivalent noise produced by the equipment inside the building is <br /> estimated at 90 dBA at 50' for daytime operations and 80dBA at 50' for night <br /> time operation. <br /> The building will be mostly open to the north and east. It will be enclosed to the <br /> west and south by a sheet metal wall weighing 1.6lbs/ft. Attenuation of the wall <br /> will average 18 dBA over the lower frequency ranges produced by diesel <br /> equipment (see Appendix E). <br /> Study of Figure N-9 discloses loudest impact occurs at the east property line (Site <br /> D) where the average day - night level would be 78 dBA.
