Table N-4 gives the results of the calculations. Derivations may be found in <br /> Appendix E. <br /> In the forgoing evaluation all of the trucks associated with the transfer station <br /> were assumed to be "heavy" trucks with exhaust heights of + 10' and producing <br /> 78 dBA at 50' when travelling 25 mph. <br /> Combining Predicted Traffic and Transfer Station Noise <br /> Table N-5 shows combined road and operations noise values at selected receptors <br /> A - H. This information is also shown on Figure N-10 which includes combined <br /> Noise level contours of the site at full operation of the expanded facility. <br /> Mitigations <br /> Insofar as on-site noise is concerned it is not practical to bring noise into <br /> compliance because of the amount of heavy equipment and truck activity that <br /> takes place in selected areas of the site. Mitigations for on-site operation will be <br /> done pursuant to personal hearing protection under OSHA requirements. <br /> Mitigations will be needed to reduce off-site effects. These will include all of the <br /> following: <br /> 1) Construct a 12' high noise berm or barrier with no openings between the <br /> parking-storage yard and mobile home park. This plus other mitigations <br /> listed herein will reduce project induced noise levels below 60 dBA Ldn. <br /> 2) Change, through attrition, the refuse truck fleet to models that have under- <br /> body exhausts and produce not more than 71-73 dBA at 50' while <br /> travelling at 25 mph. (i.e. medium truck levels). A 5 - 6 dBA reduction <br /> in truck noise would make future roadway noise levels the same as the no- <br /> project level (see Table N-4). <br /> 3) Use of rib tread tires on the transfer and refuse truck fleet is <br /> recommended (see discussion in Appendix E from City Noise Element <br /> about truck mitigations). <br /> 4) Advise truck drivers to accelerate slowly when west-bound or eastbound <br /> at the Turner/Beckman intersection. <br /> 5) Trucks that leave between 6:00 and 7:00 a.m. should be parked furthest <br /> from the mobile home park, i.e. in parking lot 2 of the east portion of lot <br /> 1. <br /> 6) All movement of storage adjacent to the mobile home park to take place <br /> during the day (7:00 a.m. - 7:00 p.m.). <br /> 34 <br /> 1 <br />
