Levels of Service in the Project Area
The Transportation Research Board qualifies the utilization provided by a roadway
system in terms of "levels of service" (LOS). Roadway segments are assigned grades
from "A" through "F" to indicate progressively worse traffic conditions. A definition
of traffic characteristics for these levels is shown on the page following the traffic flow
map.
A recent traffic study made by T.J.K.M., Transportation Consultants, was included in
a publication entitled: "Background Report- General Plan Update- City of Lodi, January
15, 1988". This study indicates that all roadway segments and intersections in the
project area are operating at LOS "A".
The Background Report also provides a guide that shows the capacities of several types
of roadways at LOS "C" & "E". A copy of this guide is reproduced, in part, hereunder.
Levels of Service Capacities
LOS C LOS E
Peak- 24- Peak- 24-
Roadway Type Hour Hour Hour Hour
Four-lane freeway 6,000 60,000 7,500 75,000
Six-lane divided arterial
(left-turn lane) 3,600 36,000 4,500 45,000
Four-lane divided arterial
(left-tum lane) 2,400 249000 39000 309000
Four-lane undivided
arterial 29200 22,000 2,500 25,000
Two-lane arterial
left-turn lane) 11400 149000 1,750 17,500
Two-lane collector 1,000 10,000 1,250
12,500
Notes: Motor vehicle traffic capacities based on Highway Capacity Manual 1985.
These capacities should be considered as approximate guidelines only since intersection
design and the amount of cross-street traffic could cause an intersection to be the critical
point in a roadway capacity.
40
