Future Circulation Network <br /> The Transportation Element of the Lodi General Plan calls for certain roadway <br /> improvements within the project area. These include: <br /> 1) Widen the railroad crossing at Guild Avenue <br /> 2) Extend Turner Road East and Guild Road North to intersect each other. <br /> 3) Widen Lockeford Street from Church to Cherokee <br /> 4) Extend Guild South to Kettleman <br /> These improvements are intended to provide circulation to and within the northeast area <br /> which according to the City General Plan is proposed for extensive industrial use. <br /> Future Traffic <br /> To assess the impact of expanding the project it will first be necessary to do two things: <br /> one, determine the amount of traffic that the northeast industrial area would attract to <br /> local streets when it is fully developed and two, add the traffic produced by the expanded <br /> project to the local circulation system. <br /> The number of trips that could be attracted to the northeast industrial area based on its <br /> future size (see General Plan Map Figure T-6) may be estimated by using the publication <br /> entitled: "Trip Generation, Third Edition" by the Institute of Transportation Engineers. <br /> This source indicates an average rate of 60 (rounded) trips per acre for industrial uses <br /> (see appendix). <br /> On this basis, using 440 acres of industrial development between Highway12 and the <br /> Mokelumne River in northeast Lodi, 26,000 trips would be attracted to the area on an <br /> average weekday in the future (at or about 2000 AD). <br /> From other studies it was assumed that traffic (workers, etc.) would be attracted to the <br /> industrial area within a driving radius of 10 or 15 miles. Therefore, the outer limits <br /> would include: Elk Grove; Clements and Stockton as the tributary area. <br /> The "Quick Response System II" (QRS) prepared for the U.S. Department of <br /> Transportation was used to assign traffic over major routes to and within the northeast <br /> industrial complex. These assignments were based on: dwelling units (from Post Office <br /> information), speeds on the routes and capacity constraints. <br /> Running the QRS program gave the ADT that would be attracted to the local road <br /> network by full development of the Northeast industrial area. It took into account new <br /> road links and widenings proposed in the Transportation Element of the Lodi General <br /> Plan. <br /> 42 <br />
