C. PROPOSED OPERATION <br /> 1. Transfer Station and Recycling Center <br /> Types of waste received at the facility include residential, light commercial, <br /> construction and demolition debris, garden waste, agricultural wastes, food <br /> processing wastes, and recyclables from the buy back operation. <br /> Up to 2,000 tons per day of incoming material will be delivered to the facility. <br /> Cardboard, newspaper, plastic, cans, metals, wood, rock and rubble, and other <br /> recoverable materials are hand separated. The remaining waste is pushed into <br /> 120 cubic yard transfer trailers and hauled to approved county landfill sites. <br /> The plastics and cardboard are pushed to the baler for processing. Newspaper, <br /> cans, metals, rock and rubble and other recyclables are stored in the areas shown <br /> on Figure 5 and shipped to market on a regular basis. <br /> Wood and brush is crushed with the Caterpillar tractor at the resource recovery <br /> area and shipped off site to be ground for fuel. A wood grinder will be located <br /> on site at the wood waste recovery area. The area to be used for this is shown <br /> on Figure 5. <br /> Other items separated in the resource recovery area include metals, appliances, <br /> mattresses, box springs, lawn mowers, and other reusable materials. Wood waste <br /> and yard and garden waste will be ground and then screened and sized. The fines <br /> from the screen are transported by tractor or truck to the compost piles located <br /> on site. The sized wood chips are then loaded into the storage hopper for later <br /> transportation to a cogeneration fuel site or other wood chip consuming facilities. <br /> Operations except for public access are conducted at the station 24 hours per day. <br /> The transfer station is open to the public from 7:00 a.m. to 5:00 p.m. seven days <br /> per week. The station is closed to the public on holidays. <br /> Sanitary Facilities are available at the processing building as well as the office. <br /> Potable water is supplied through City of Lodi water supply. <br /> Salvaging by the public is prohibited. <br /> There have been no complaints about noise at the site. The processing areas are <br /> enclosed and the area around the facility is zoned industrial with an adjacent part <br /> to the Northwest. Thus, noise does not pose a problem. <br /> Special wastes such as infectious wastes, dead animals, septic tank pumpings <br /> sewage sludge, etc. are not received at the station. <br /> t JM1IM 5 <br /> Jam�NY ery 1992 <br />
