B. ENGINEERING REPORT <br /> Current Operation <br /> The transfer station serves as the hub of CWRS's collection operation. Company trucks <br /> pick up refuse from their regular routes in Lodi and the surrounding areas of San <br /> Joaquin and Sacramento Counties. The trucks deposit the refuse at the transfer station <br /> where the resource recovery operation begins. The refuse is sorted by content and <br /> materials that include cardboard, newspaper, plastic, cans, metal, wood, rock and <br /> rubble, brush and garden waste which is hand sorted for recycling. The remaining <br /> waste is loaded into 100-cubic yard transfer trailers and hauled to either the San Joaquin <br /> County Landfill on Harney Lane or the Sacramento County Landfill on Kiefer Road, <br /> depending on the source jurisdiction of the waste. The recovered materials are <br /> collected and shipped to markets on a regular basis. Figure 2 shows the location of the <br /> facility and the landfills that receive the waste. <br /> The facility also accepts agricultural and landscaping waste that is sorted and either sold <br /> for energy generation, animal feed, or composted on site. The compost is sold as a soil <br /> additive. The sorted material that is contaminated with non compostable material is <br /> moved by tractor or truck, into the transfer station or MRF area. <br /> In addition to the refuse collected by the company, the facility also accepts refuse from <br /> the public that is brought by private vehicles. This refuse goes through the same <br /> process. <br /> CWRS also operates a public recycling program. A buy back program is operated at <br /> the facility where the public brings cans, bottles, paper, plastic and other recyclable <br /> materials and is paid in cash. <br /> California Waste Removal Systems, Inc. accepts waste motor oil from the general <br /> public in volumes not to exceed 20 gallons and in containers of less than five gallons <br /> capacity. California Waste Removal Systems, Inc. holds federal E.P.A. No. <br /> CAD087208344. This conforms with Section 25250.11 of the State of California <br /> Health and Safety Code Sec. 25250. <br /> The newly instituted curbside recycling program collects recyclable items at the <br /> participant's home. The collection provides color coded containers that are placed at <br /> the curb and picked up weekly. This material is then brought to the station for <br /> processing. A portion of the proceeds from the sale of this material are donated to the <br /> local schools. <br /> The City of Lodi is within the San Joaquin Valley, which is bounded by the Sierra <br /> Nevada range on the east and the coastal mountain range on the west. The Carquinez <br /> Strait is a sea level gap in the coastal range; the strait is 55 miles west of the area, and <br /> the intervening terrain is flat. <br /> 89-18VIMasI/M 3 <br /> Jamlw 1992 <br />
