AC T14 CCR 17408.6 - Maintenance - Area in front of transfer station building has worn and cracked asphalt and <br />potholes. The EHD has not received any repair time schedule regarding permanent repair of asphalt. <br />a. Per conversation with operator on July 11, 2006 an estimate for a temporary "6 -month life" asphalt repair patch has <br />been obtained from a general contractor and is under review for approval. Permanent repairs are proposed to be <br />done May 2007. <br />b. Submit repair time schedule in writing for temporary and permanent repair of asphalt. Description shall include any <br />changes of the operation with a site plan to include location of tipping area & traffic patterns. Repairs (temporary or <br />permanent) shall be completed prior to end of this summer. Any temporary/interim repair must maintain good <br />condition until such time a permanent repair is made (proposed in May 2007). <br />c. This AC will be upgraded to a Violation if this AC is not corrected by next month's inspection. <br />2. AC T14 CCR 18221.6 — TPR - U -waste screening program is currently in place. New signage posted at front scale <br />house regarding U -waste. Updated information for current U -waste screening operation has not been submitted to <br />the EHD. <br />a. Submit updated information in writing regarding u -waste screening operation currently in place. <br />b. This AC will be upgraded to a Violation if this AC is not corrected by next month's inspection. <br />3. Notes: <br />A. Transfer station building/public tipping area: Cement barrier/partition for public tipping area has been repositioned <br />approximately 30 feet away from building (toward the east). Previous tipping area (now behind partition) was <br />completely clear of debris. Operator indicated that the asphalt in this area is being evaluated for repair and that this <br />arrangement was temporary. Loader was pushing waste into the transfer station through the front of the building <br />(instead of the north opening). <br />a. Observed dusts being generated by loader at front of transfer station building. Take adequate measures to <br />control dust. <br />b. Implement controls regarding traffic safety (ie: signage to make drivers aware of cross traffic and <br />equipment). <br />B. Low waste pile volumes were observed at time of inspection. <br />C. Small amount of off site litter observed at northeast corner gate has been removed (previous AC cleared). <br />D. A meeting was held with Central Valley Waste Services on April 4, 2006 regarding proposed permanent u -waste <br />dismantling operation on-site. It is understood that a draft description of this operation will be submitted to the EHD <br />for review (prior to submitting a formal RFI amendment application package).
