1.0 FACILITY OVERVIEW <br /> 1.1 INTRODUCTION AND PURPOSE <br /> The Central Valley Waste Services (CVWS)Material ReGovery FaGility/Transfor <br /> StatioR CVWS�-is a large volume transfer station and materials <br /> recovery and transferlprocessing facility located in San Joaquin County. The <br /> California Code of Regulations, Title 14 (14 CCR), Section 17402 (a)(8) defines a <br /> large volume transfer/processing facility as "a facility that receives 100 tons or <br /> more of solid waste per operating day for the purpose of storing, handling or <br /> processing the waste prior to transferring the waste to another solid waste <br /> operation or facility." In accordance with the current tiered permitting <br /> requirements included in 14 CCR, a full Solid Waste Facilities Permit (SWFP) is <br /> required for the S CVWS and therefore, a Transfer/Processing <br /> Report (TPR) was prepared. This TPR has been prepared to include the specific <br /> information requirements outlined in 14 CCR, Section 18221.6. <br /> The purpose of this document is to present updated information on the <br /> CVWSMRI=�SCVWS to accurately reflect current operational conditions as part <br /> of the five year permit review process. This TPR, which replaces the 19972013 <br /> Report of Station Information (RSI), also meets current changes in transfer <br /> station permitting regulations. This TPR will serve as the basis for revising the <br /> 1997 2012 SWFP. <br /> 1.2 PROPOSED CHANGES TO OPERATIONS <br /> The proposed operational change to the GNuWSMRFCVWS is the addition of <br /> equipment to the MRF operation. The TPR also presents minor changes in site <br /> conditions, operations and station configuration since the 1997 2012 RSI was <br /> prepared and the 1997 2012 SWFP was issued. <br /> 1.3 OWNER/OPERATOR <br /> The CVWS is owned and operated by USA Waste of California, <br /> Inc., d.b.a. Central Valley Waste Services (CVWS), a Waste Management <br /> company.
