Glaser, Secretary <br />City Planning Commission <br />L;(1,UNTY <br />EHVIRoNTENT <br />HEALTH DEPARTMENT <br />=1 :161TE1 Wel as] Z 1;W4;r_,1Z44A14 Z M Eel Z FON&I'M4 <br />The applicant has requested a one-year extension to allow the establishment and <br />operation of a large -volume transfer station on the subject site. <br />As background, the Use Permit was approved by the Planning Commission on April 11, <br />2002, however, the approval of the Use Permit was appealed on April 18, 2002. The City <br />Council ultimately denied the appeal and upheld the Planning Commission's approval of <br />the Use Permit on June 11, 2002. The Use Permit was subsequently issued on June 13, <br />2002, and was set to expire on June 12, 2003, if an extension request was not approved. <br />On February 20, 2003, the applicant submitted a letter requesting a one-year extension of <br />the Use Permit in order to allow additional time to complete their improvement - <br />construction plans. The extension request was approved and extended the Use Permit to <br />June 12, 2004. On April 12, 2004 the applicant requested and was granted an additional <br />one-year extension of the Use Permit since that fiscal year's capital was expended for the <br />implementation of the residential three cart roll-out that automated refuse collection within <br />the City. Additional capital was also required to add green waste collection and street <br />sweeping into its operations. <br />In relation to this request, Stockton Scavengers Association (SSA) is currently reviewing <br />the latest proposed State and Federal regulations as they pertain to this project. The <br />applicant feels that it is best to further analyze data from their collection program through <br />the end of 2005, particularly in the areas of transportation and processing, to better assess <br />the operation of the three cart program so that the transfer station layout may be optimized <br />for the new operations. <br />This extension request, as approved, will extend the Use Permit to June 10, 2006. The <br />one-year extension has been requested under the provisions of Stockton Municipal Code <br />Section 16-440. <br />
