2-3 <br /> 2.3.1 Design Plans (14 CCR, Section 18221.6 (c)) <br /> The existing conditions plan, legal property limits, and topography are shown on Figure 2. A <br /> detailed site plan, including the unloading, compaction, processing, and loading areas, is <br /> shown on Figure 2. The RRF consists of one 12,000-square foot, 3-sided metal building. The <br /> floor plan and equipment layouts are shown on Figure 8. <br /> 2.3.2 Design Calculations (14 CCR, Section 18221.6 (g)) <br /> The RRF was designed in accordance with accepted engineering practices for this type of <br /> waste handling facility. Title 14 CCR regulations pertaining to the operation of transfer <br /> stations were developed to evaluate a facility's performance through objective periodic <br /> inspections. Design criteria utilized to determine the station's waste handling capacity, <br /> traffic loading and drainage system capability have been demonstrated repeatedly by the <br /> level of compliance the operator is able to maintain at the current permitted tonnage <br /> allowed in the SWFP. <br /> The maximum daily flow through capacity (i.e., the rate by which materials can be processed <br /> through the RRF) of the RRF was calculated to be 750+ tons per day (TPD). The storage <br /> capacity for the RRF building varies depending on the type of materials accepted. Based on <br /> the acceptance of recyclable materials, only the storage capacity is 200 tons up to a maximum <br /> 500 of tons based on the acceptance of heavier recyclables. The storage capacity <br /> calculations assumed that the largest manageable pile of material that will fit inside the RRF <br /> building, without impeding operations is 85 X 105 feet (which allows 15 feet of clearance <br /> around the inside perimeter of the building) and 12 feet high. Ropes are used to measure and <br /> limit the pile height (not to exceed 15 feet in height). The calculations are included in <br /> Appendix B. The assumptions used to calculate the volume handled at the site are as follows: <br /> ♦ The RRF operates 12 hours a day, 6 days a week. <br /> ♦ Transfer trailer loading rate of between 3 to 4 per hour(20-ton load). <br /> ♦ Unloading rate of 20+vehicles per hour. <br /> ♦ Based on RRF records,the average density of the wood is 330 Ib/cy. <br /> ♦ Based on published information,the average densities of cardboard, paper, and metal <br /> are 85, 150, and 270 Ib/cy, respectively. <br /> 2.4 Final Disposal (14 CCR, Section 18221.6 (m)) <br /> The final disposal of any residual wastes generated at the RRF are placed in a bin and <br /> disposed of at the Forward Landfill working face. <br /> Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report-November 2014 <br /> z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec2.doc <br />
