1.0 INTRODUCTION <br /> 1.1 PURPOSE <br /> A H8Z8ndOUS VV8Ste ExC|USiOO P[Og[aD1 (HVVEP) for the Forward Landfill (FL) has been <br /> developed to discover and discourage attempts to dispose hazardous or other unacceptable <br /> w8Stes, including universal Yv@StSS /SUCh 83 universal Vv8Ste hatteri8a, universal vv8S18 <br /> DleyCUg+CUDtaiDiDg d8ViC8S. cathode [@y tUh8 devices, UDiV8rS8| VYaStS f|U0[8SCeO1 <br /> tubes/bulbs/mercury-containing |@DlpS, universal vv@s{e electronic devices, non-aerosol <br /> cans that contain hazardous rneterie!a' etc.) and polychlorinated biphenyls /PCBs\, at the <br /> landfill. In addition,the HWEP is designed to prevent, to the extent possible,the acceptance <br /> of prohibited YY83teS into the landfill's waste 81reGDl. <br /> 1'2 REGULATIONS <br /> The HVVEP uO0p|iee with State and federal regulations under Title 27 California Code of <br /> Regulations (27CCR). Section 2O22Oand 2OQ7O. These regulations state that the "Owners <br /> or operators of all Municipal Solid YV8Ste Landfills (K4SVVLF) units must implement program <br /> atthe facility for detecting and preventing the disposal of regulated hazardous wastes as <br /> defined in Part 281 of this chapter (40 CFR Chapter 1) and PCB w8S<ea as defined in part <br /> 7610fthis chapter(40CFR Chapter 1)". This program must include 8t8minimum: <br /> 1. Random inspections of incoming |O8da unless the owner or operator takes other <br /> steps to ensure that incoming loads dO not contain regulated hazardous wastes o[ <br /> PCB wastes. <br /> 3. Records ofany inspections. <br /> 3. Training of facility personnel to recognize regulated hazardous wastes and PCB <br /> wastes. <br /> 4. Notification of the Local Enforcement Agency (LEA). the Director Of the California <br /> Department of Toxic Substances Control (DTSC) or delegated agent, and the Regional <br /> Water Quality Control Board (RVVOOB). if regulated hazardous waste or PCB waste is <br /> discovered 8tthe facility inaccordance with 27CCR, Section 2O87O(8)(4)' <br /> 5. Descriptions of acceptable and prohibited wastes. <br /> 1.3 SITE DESCRIPTION <br /> The FL is located at 9999 South Austin Road in Monteca. California within Sun Joaquin <br /> County. The FLiscurrently permitted tooperate as Class || and Class III waste disposal <br /> site in accordance with local, State, and Federal regulations.
