LITTER MANAGEMENT PLAN <br /> RESOURCE RECOVERY FACILITY (RRF) <br /> SOLID WASTE FACILITY PERMIT (SWFP) NO. 39-AA-0020 <br /> Forward Inc. (Forward), the owner/operator of the facility, has incorporated accepted industry <br /> standards of operation in preparing this Litter Management Plan for the Forward Resource <br /> Recovery Facility (RRF). One of many operational concerns in the management of the RRF is <br /> the control and management of litter. Litter includes blowing papers and other materials that <br /> may become airborne and carried by the wind away from the working areas at the RRF. The <br /> operator (Forward, Inc.) is concerned with the proper management of litter and compliance with <br /> regulatory requirements for the control of blowing materials. Although regulatory compliance <br /> is the main objective of this plan, the RRF also strives to maintain very high aesthetic standards. <br /> Forward conducts an extensive litter control program on a daily basis to minimize the impact of <br /> litter on the site and on the surrounding areas. The facility operator, as necessary, will <br /> implement the following procedures and techniques to control litter: <br /> 1. All incoming loads are required to be covered (tarped) when entering and exiting the <br /> facility (assumed tarped during transportation of waste). They should only untarp and <br /> tarp at the working area. This policy will be strictly enforced. Refer to the landfill <br /> guidelines letter (Republic, 2012) in Appendix F. <br /> 2. If there is a need for a portable litter fence, a semi-permanent fence will be installed to <br /> capture the litter prior to leaving the site. The utilization of such a fence will be <br /> continually evaluated and the fence will be relocated or extended, as needed. <br /> 3. On very windy days (i.e., when winds reach 10 miles per hour or greater), the RRF will <br /> suspend site activities that are susceptible to wind transport of litter as deemed necessary <br /> by the Site Manager or their designee. It should be noted that at the transfer station, <br /> recyclable material unloading,which occurs indoors is not subject to wind,will continue. <br /> 4. Buffer zones resulting from required facility setbacks along the site's perimeter should <br /> provide some protection of adjacent properties. Most of the activities associated with <br /> litter (unloading, screening, and grinding) are not conducted close to the facility's <br /> perimeter fence. Unloading, screening, and grinding activities must be conducted more <br /> than 100 feet from the site perimeter. <br /> 5. Site personnel regularly patrol the overall property and pick up litter blown from the <br /> working areas of the RRF on a daily basis and as needed. If additional assistance is <br /> required beyond site personnel, temporary laborers will be hired. The personnel should <br /> not only collect litter from the facility, but also the facility entrance, public/main <br /> roads, and adjoining property, provided the property owner will allow access. Crews <br /> are assigned to collect litter in remote areas of the site during periods in which weather <br /> conditions cause litter to accumulate in these areas and along South Austin Road.
