collected, the litter is transported to the landfill. Litter caught in the fences is evaluated <br /> daily and removed as necessary. <br /> 6. Forward will remove litter from the neighboring properties where access has been <br /> granted by the property owner. This would include litter that is caught by tree limbs. <br /> Forward will use the method (e.g., a litter extension pole) that is most effective and has <br /> the least amount of impact to the property. <br /> 7. A portable litter vacuum is also available to aid in litter collection. The vacuum can <br /> be used to collect litter that has accumulated on litter fences and for efficient litter <br /> removal between windrows. <br /> 8. The public/main roads leading to the facility will be inspected for litter on a daily <br /> basis. Litter is collected as far north as the intersection of Austin Road and Arch <br /> Road, and as far south as French Camp Road and Austin Road on a daily basis. All <br /> litter is collected along this section of the road. All necessary safety precautions must <br /> be followed in the litter collection program. <br /> 9. The operator will also take photos of the litter before and after when there is an <br /> excessive amount of offsite litter. <br /> 10. It should be noted that Forward has recently planted poplar trees along the eastern and <br /> western boundaries of the RRF. The trees are expected to grow at a rate of <br /> approximately seven feet per year to a total height of approximately 60 feet and are <br /> spaced sufficiently close to provide an effective barrier along the perimeter. Forward <br /> considered a 13-foot high perimeter fence, but felt the trees would be more aesthetic, <br /> limit dust transport, act as a barrier for litter, and allow for air mixing and odor <br /> dispersal. <br /> 11. Forward currently documents illegal dumping that occurs around or near the facility prior <br /> to clean up and documents spills and accidents that occur at or near the facility. <br /> 12. All incoming recyclable loads are processed and/or transferred inside the RRF building. <br /> A debris collection fence is used to catch any windblown debris. The RRF is cleaned <br /> daily by site personnel to remove any litter on the property and minimize the possibility <br /> of off-site littering. <br /> 13. The site phone number (as listed below) is manned from 6:00 a.m. to 6:00 p.m., Monday <br /> through Friday and 6:00 a.m. to 12:00 p.m. on Saturday. All other times, the contracted <br /> security company will be available by phone to alert Forward personnel of any issues.
