VECTOR CONTROL PLAN <br /> RESOURCE RECOVERY FACILITY (RRF) <br /> SOLID WASTE FACILITY PERMIT (SWFP) NO. 39-AA-0020 <br /> Introduction <br /> Forward Inc., the owner/operator of the facility, has incorporated accepted industry standards of <br /> operation in preparing this Vector Control Plan for the Forward Resource Recovery <br /> Facility/Compost Facility. The operations management is responsible for maintaining effective <br /> vector control. Forward Inc. will continue to institute measures to control or prevent the <br /> propagation, harborage and attraction of flies, rodents or other vectors and animals, and to <br /> minimize bird attraction. However, potential vectors, such as rodents, birds, and insects, are not <br /> expected to be a problem at the facility. The Site Manager at the facility performs a vector <br /> inspection on a daily basis for signs of any vectors. <br /> Housekeeping <br /> The primary deterrent in eliminating the potential for vectors is through implementation of <br /> effective operating procedures. Materials brought to the facility are handled at the designated <br /> unloading areas. All wastes or residuals are removed within 24 hours of receipt. Good <br /> housekeeping practices are employed to avoid creating a food source. Refer to housekeeping and <br /> cleaning activities (in the Report of Composting Site Information [RCSI]) and station <br /> maintenance (in the Transfer/Processing Report [TPR]) sections for further information). To <br /> discourage the potential for insect and bird development, ponding water will not be allowed. In <br /> addition, nuisance birds will be controlled by reducing litter through the litter management <br /> program as discussed in the appropriate section/appendix of the RCSI and TPR. <br /> Vector Eradication <br /> Traps and/or bait stations for rodents and insects/flies are serviced (or managed) on a weekly <br /> basis by Forward personnel and are maintained, as needed. If necessary, a program would be <br /> developed to identify and record any vector problems that arise. If these measures are not <br /> sufficient, a vector eradication program (including controlled spraying, exclusionary measures, <br /> etc.) will be developed and implemented using professional pest management services or a <br /> licensed exterminator, as necessary. In this case, routine inspection and monitoring of the site <br /> will be conducted by the LEA. <br /> Rodents and Insects <br /> The facility receives minimal quantities of wastes that may attract rodents and insects, thus <br /> minimizing the food and habitat. In addition, timely removal of the wastes, and keeping the <br /> storage of waste to within 24 hours of receipt minimizes the attraction and presence of rodents <br /> and insects. As mentioned above, Forward also has a professional pest management company on <br /> retainer for advice and services, as needed.
