Staff training generally consists of on-the job training under the supervision of
someone experienced in the various aspects of the skills being taught. Potential
hazards and safety procedures are stressed. Currently, there are daily, weekly, and
monthly meetings in addition to any "as needed" meetings. The daily meetings
consist of health, safety, and current operational issues. The weekly meetings
include health and safety discussions and videos, when available. The monthly
meetings consist of one hour training (equipment, regulatory, etc.) sessions.
Employees are provided with safety vests, hard hats, hearing protection, safety
glasses, dust masks, and respirators, as appropriate for personal safety in their
particular job function. Personnel are also required to wear safety shoes and gloves,
depending on their job function. No employee is permitted to operate potentially
dangerous equipment or engage in potentially dangerous activities without
appropriate training.
Forward also implements an emergency response training program as part of their
Contingency Plan. All site employees are trained in (1) emergency notification (on-
site employees and off-site emergency response [i.e., 911], and (2) location and
content of the emergency response plan. Employees receive a copy of the
emergency response plan when they are hired.
Spill prevention, reporting, and cleanup are integrated into the landfill's monthly and
weekly safety/training meetings. Landfill employees are made aware of the most
common source of surface spills, and how to help prevent those occurrences. The
importance of reporting significant hazardous or nonhazardous liquid spills is
covered. Storm water awareness and the importance of keeping storm water clean
are integrated onto regular staff meetings.
The load checking program is explained in detail to all site personnel who are
involved with the inspection of waste, including the scalehouse attendant, load
inspectors, transfer station workers, and equipment operators. These employees
also attend a 24-hour hazardous waste operation and safety course and an annual
refresher course. The course emphasizes familiarity with containers and labels
typically used for hazardous waste and other materials. All new employees are
enrolled in the course at the earliest available class after they are hired. Specific
emergency response and evacuation procedures for all Forward Landfill employees
and members of the emergency response team are covered in the training sessions
conducted at the site throughout the year.
It should be noted that the Compost Facility is supervised by a director of operations,
who is on-site 40 hours per week during regular business hours.
5.0 PLAN REVISION
A copy of the LEA-approved GIMP is kept at the designated Compost Facility Office.
The OIMP is reviewed at a minimum of once yearly on the anniversary of its approval,
and any necessary changes and updates will be made. A copy of an amended OIMP
will be submitted to the LEA in accordance with 14 CCR, Section 17863.4.
Forward Compost Facility-omp 11 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\appendices\app a-3-oimp\oimp
text-rev 111414.doc;11/18/2014
