3. ENVIRONMENTAL_HEALTH DEPARTMENT(Staff Contact: Robert McClellon,248468-3420) <br /> a. 1 (A.3) <br /> Proposed as Part of the Project: <br /> Existing measures to discourage birds from the landfill will be continued. Surface area of <br /> ponds will be limited to the extent feasible. <br /> The project sponsor will conduct a bird survey before construction of the project and monitor <br /> bird population after operation of the consolidated landfill begins. If follow-up surveys show <br /> an increase in bird populations,the project sponsor will Increase mitigation measures such as <br /> covering the fill areas as soon as possible and using noise-makers and other measures as <br /> necessary to discourage birds from the site, until bird population levels return to the level <br /> found in pre-project surveys. Use of noise-makers would be limited to daylight hours. <br /> b. 31 (E.1) <br /> Proposed as Part of the Project: <br /> Operations at the combined landfill will be limited to a single working area at any given time. <br /> All employees will be given appropriate training regarding the potential for exposure to <br /> hazardous materials. This training will include a 24-hour hazardous waste operations course <br /> and an annual 8-hour refresher course for personnel involved in the"load checking° program <br /> where the Incoming loads are screened for hazardous materials. <br /> The landfill will not accept any special waste that may potentially contain hazardous levels of <br /> regulated substances. <br /> Dust control procedures specified in the Site Operations Plan (section 7.7.5 of the JTD)will <br /> use the application of fine water spray at a minimum*of twice daily on the active soil-covered <br /> work areas,soil excavation areas, and soil stockpile areas where fugitive dust may exist. <br /> Dust exposure of site workers will be monitored periodically, at the discretion of the landfill <br /> man ,to evaluate If any additional respiratory protection or dust suppression (watering) <br /> mitigation is needed. <br /> Additional engineering controls will be Implemented by the site operator,if needed based on <br /> the evaluation of the site health and safety or operations manager,to control dust emissions. <br /> Such controls might Include wind-screens near unloading areas or the use of dust <br /> suppressants. <br /> If the above controls cannot reduce employee dust exposure below acceptable levels as <br /> determined by f=orward(considering factors Including irritation and annoyance to employees), <br /> site personnel at risk will be supplied with gloves, coverafts, eye protections and respirators, <br /> with associated training In their use. <br /> Wastes must not leave the landfill on workers'clothing. Workers who have had direct contact <br /> with waste,or who have performed operations that may involve direct contact with wastes <br /> (such as equipment maintenance or asbestos handling),will wear disposable clothing or <br /> change clothing before leaving the site. The potentially contaminated clothing will be cleaned <br /> or disposed as appropriate. <br /> To avoid cross-contamination from contaminated to non-contaminated sites, the applicant will <br /> provide a portable decontamination facility with self-contained water supply for personnel and <br /> equipment. <br /> San Joaquin County UP-00-7, ER-00-2Torward, Inc. <br /> Community Development Page 7 <br />
