Consolidated Forward Inc.. i,andfiil Page 11 <br /> Identified in This ETR: <br /> (a) All applicable regulatory guidance originating after the Forward Landfill 1993 EIR and <br /> Austin Road Landfill 2000 EIR shall be implemented;all hazardous materials shall be <br /> handled in accordance with local,State,and federal regulations. <br /> (b) The site BMW,SWPPP,Operations Manual, and Wet Weatber Plan shall serve to <br /> provide guidance in the use and handling of hazardous materials during the operations of the <br /> facility. <br /> 39 (E.8) <br /> Identified in This EIR: <br /> Forward Landfill shall continue to test all known water supply wells within the area of the <br /> mapped and projected groundwater plume. Groundwater monitacmi g test shall be performed <br /> quarterly at all downgradient private wells at risk. Where detectable VOCs have historically <br /> been reported,bottled water shall continue to be supplied by the applicant(as is currently <br /> being done for two affected households)until the well sample analytical results show no <br /> detectable VOCs for four consecutive quarterly sampling events_ Other offsite private wells <br /> such as the CYA wells that have not been adversely affected by the plume shall continue to <br /> be monitored and if VOC-contamination is reported then replacement water shall be provided <br /> by the applicant,if requested. For wells within;the footprint of the plume,institutional <br /> controls such as notification to current and future landowners regarding risks of installing <br /> production wells shall be implemented as part of the local well Fermitting process. <br /> 40(E.9) <br /> Proposed as Part of the Project: <br /> The applicant has agreed to incorporate the conditions detailed in the discussion of Impact <br /> E.1,above. <br /> Aeration and Treatment of Chlorinated Hydra-carbon Contaminated Soils: For chlorinated <br /> hydrocarbon-contaminated soils,the on-site treatment of contaminated soils by aeration will <br /> be managed so as to minimize exposure to on-site employees as well as off-site residents. <br /> Volumes of soils received,time of storage, and/or the types of contaminants and levels of <br /> contamination present will all be limited to assure exposure risk;are no greater than 10-6. <br /> The following limitations apply: <br /> Acreage of Chlorinated Hydrocarbon-Contaminated Soil Treatment—0.5 acres <br /> Concentration of Contaminants in mg/kg: <br /> Volatile Organic Compounds <br /> Benzene—5.0 x 10-1 <br /> Toluene—6.9 x 10-1 <br /> Ethytbenzene—9.9 x 102 <br /> Xylene—1.3 x 104 <br /> Chlorinated Hydrocarbons <br /> Trichloroethylene-- 1.0 <br /> Perchloroethylene— 1.0 x 101 <br /> 1,2 Dichloroethane--2.0 x 10-1 <br /> 1,1 Dichloroethane—1.0 x 10-2 <br /> 1,1,1 Trichloroethane— 1.0 x 101 <br />
